UAE MINISTER OF ECONOMY CLOSES SECOND MEETING OF UAE- AZERBAIJAN JOINT ECONOMIC COMMITTEE
Baku, 22 December (AzerTAc). Sultan Bin Saeed Al Mansouri, UAE Minister of Economy signed a protocol of the second UAE- Azerbaijan joint economic committee in Abu Dhabi with his counterpart Shahin Mustafayev, Azerbaijan`s Minister of Economic Development.
Both sides reviewed current economic situation in their respective countries and committed to face the challenges of the global downturn together. They also reiterated their commitment to exert efforts to expand trade and economic cooperation between the two countries. They also assessed implementation of the actions contained in the first Protocol.
Both sides expressed their full support to the efforts conducted by their business communities and professional organizations to strengthen and expand economic and trade cooperation. They welcomed the organization of a Business Forum in Abu Dhabi on 21 December with the participation of official and business representatives from both countries and noted that such events will contribute to the development of a strong networking between the business communities of the two countries. The teams also welcomed the signing of a Memorandum of Understanding (MOU) between Azerbaijan Export and Investment Promotion Foundation (AZPROMO) and UAE Federation of Chamber of Commerce and Industry at the current session.
Both sides agreed to exert efforts to further develop cooperation in various sectors with particular emphasis on trade, economy, investments, industry & energy, finance & banking, tourism, agriculture, transport, communication, customs, and health. They agreed to mobilize all means to meet the objective by identifying and promoting investment and business opportunities in both countries, and ensuring engagement of relevant authorities to take appropriate measures to facilitate establishment and operation of selected projects.
For the purpose of expanding bilateral cooperation, both sides reviewed various issues of mutual interest. They agreed to cooperate in the fields of trade, economy and investment by exploring opportunities of intensifying trade and investment relations in non-oil sectors; exchanging information and experts, and organizing trainings workshops on the UAE expertise in the field of creation and management of Specialized Economic Zones; exploring cooperation opportunities between Azerbaijan Investment Company and UAE Investment companies; and welcoming the willingness of Abu Dhabi Fund for Development to receive and consider requests for financing development projects in the Republic of Azerbaijan.
An Azerbaijan - UAE Business Council will be set up to provide support by the UAE to the Republic of Azerbaijan in the accession process to the World Trade Organization, and to organize trade exhibitions, fairs and business forums in both countries to strengthen and expand economic and trade cooperation.
In cooperation in agriculture and agro-industry, the two parties agreed to hold discussions for assigning a Cooperation Agreement between the Ministry of Agriculture of the Republic of Azerbaijan and the Ministry of Environment and Water of the UAE; engage in discussions for the conclusion of a Memorandum Of Understanding between the Ministry of Agriculture of the Republic of Azerbaijan and the Ministry of Environment and Water of the UAE on plant quarantine and protection; and agreeing on a veterinary certificate model compatible with the standards of the World Animal Health Organization (OIE) and the Food And Agriculture Organization (FAO), as well as exchanging information on animal diseases on a regular basis;
The two teams agreed to strengthen cooperation between scientific and research institutes of both countries, as well as ensure full implementation of the Protocol of cooperation in the field of transport signed at the meeting held at the Ministry of Transport of the Republic of Azerbaijan following the visit of Engineer Sultan Bin Saeed Al Mansouri on 21 - 22 April, 2009. Both sides welcomed the launch by the UAE airline company Flydubai of a scheduled flight to Baku, the capital of Azerbaijan. They underlined the importance of this achievement in enhancing economic relations between the two countries and agreed to broaden the cooperation framework to include all modes of transport.
They also agreed to extend cooperation established under the Agreement on health and medicine signed between the Ministry of Health of the Republic of Azerbaijan and the Ministry of Health of the United Arab Emirates. Apart from establishing contacts between the Central Banks to identify areas of cooperation, the participants also agreed on "Mutual Assistance in Customs Matters" between the State Customs Committee of the Republic of Azerbaijan and the Federal Customs Authority of the UAE;
To further cooperation between the Republic of Azerbaijan and UAE, the Azerbaijani side submitted a number of proposals for the consideration of the UAE side in energy, industry, finance and banking, tourism, information and communication technologies, transport and other fields.
One is the conclusion of a Cooperation Framework Agreement on Energy through a Memorandum of Understanding on alternative and renewable energy to be signed between the State Agency of Alternative and Renewable Energy of the Ministry of Industry and Energy of the Republic of Azerbaijan and Masdar Company of the UAE. Also proposed is setting up wind and solar energy projects, as well as exploring opportunities in production of equipment for such projects.
Looking forward deepening cooperation ties between Azerbaijan and UAE, the UAE side submitted proposals to explore business opportunities in oil and gas sectors in Azerbaijan and exchange information on promotion of foreign investment in Azerbaijan in exploration and production of oil and gas fields, refineries, gas stations and storage of petroleum derivatives, among others. Both sides welcomed the proposals.
The third session of the Joint Committee between the Government of the Republic of Azerbaijan and the Government of the United Arab Emirates will be held in Azerbaijan on dates to be agreed by both sides.
