CIVIL CHAMBER OPENS
laanbaatar, /MONTSAME/ On Tuesday, a ceremony to open the Civil Chamber ran at the Government House. The initiated by the President of Mongolia Ts.Elbegdorj chamber is to be open for all people to have them express opinions and to reflect them in the state policies and decisions.
"We have reached our goal which was set up 20 years ago. Since then we have managed to constitute our democracy with its forms of terms and institutions. Now we ought to plan new works for the next 20 years...," said Elbegdorj at the ceremony.
The State Head emphasized that the most important method of having people manage power of the state and government is to drill a transparency and justice into state decisions and to adhere to a principle of realizing opinions and views of people through conducting wide-range discussions. He said he believes that the Civil Chamber will carry on successes of the democratic society with great development and progress.
Vice-Speaker N.Enkhbold spoke about open discussion recently organized by parliament on the July 1 riots, and pointed out that it became a vital step to ensure a participation of the civil society. "Law on civil open discussion will be created in the future. Parliament intends to accept civil views before laws are created," he added.
Z.Altai MP expressed his satisfaction with opening of the chamber and promised to be a representative of people to parliament. A civil rights expert D.Lhamjav thanked the President for creating the free podium that allows delivering voices of people.
The Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to Mongolia Mr Pius Fischer attended the ceremony to represent donators that helped to equip the chamber. Mr Fischer underlined an importance of reflecting voices of the public and ensuring its participation in any decisions, and wished a success.
Speeches were also given by Melony Lindberg, a country director of the Asia Foundation for Mongolia and P.Erdenejargal, an executive director of the Open Society Forum.
The chamber's first discussion will dedicated to a theme "Law on press freedom". Opinions will be received from December 17.
