Senior lawmaker urges APA to adopt common laws

BANDUNG, Indonesia, Dec. 9 (MNA) — Majlis Vice Speaker Hassan Aboutorabi has urged members to the Asian Parliamentary Assembly (APA) to adopt common laws and channel APA potentials into a more practical stage.


Aboutorabi who was speaking at the 4th plenary session of APA on Wednesday said, “Since its inception, it has been envisaged that APA to discuss introduction of laws of common nature among Asian Parliaments; an initiative which was underlined by all member parliaments.”


He said adopting common legislations on health and environment as two major concerns can significantly give momentum to the economic and spiritual progress of Asian nations.


Aboutorabi described poverty and corruption as two important reasons behind underdevelopment in Asia and urged member parliaments to take concerted efforts to eliminate poverty and end up corruption.


Combating trafficking of cultural items, drug trade, and organized crimes could also be incorporated among other relevant key issues, he added.


“APA, as the most democratic parliamentary body in Asia can play a central role in the promotion of peace, security, fight against corruption and poverty, expansion of socio-economic cooperation, provision of energy and development of tourism industry in Asia,” he underlined.


Aboutorabi praised the efforts of APA committees over the past year and described cooperation between member parliaments as indicative of “successful steps for the realization of the APA goals.”


India and Kazakhstan join APA


The parliament vice-speaker welcomed India and Kazakhstan for joining the APA saying, “Affiliation of the two new members to the forum heralds the increasing importance of regional cooperation as a peaceful and reliable movement of Asia toward further integration.”


Challenges of globalization


On Asia and challenges of globalization, the MP noted, “Although Asia is privileged with affluent civilized potentialities, this continent is still plagued with sufferings of globalization challenges.


“In fact the alarming economic crisis in the West seriously affected the living conditions of the people of Asia.


“Should Asian parliaments have given a timely momentum to their efforts for achieving a coherent understanding of the global economic challenges, they could have successfully eased to some extent the dire consequence of the prevailing crisis by adopting concerted measures.”


With regard to establishing an integrated energy market in Asia, the soft-spoken parliamentarian said, “Untiring efforts and cooperation are needed to achieve an integrated energy network to overcome the adverse effects of global financial crisis.”


Plight of Palestinians


Aboutorabi draw the attention of APA member parliament to the plight of Palestinians leaving under the Israeli occupation.


“There are still some members of APA that suffer from the plight of occupation and terrorism.


“War crimes by the Zionist regime and all-out siege of the defenseless people of Gaza, brutal massacre of innocent mothers and children, bombardment of residential areas, schools and hospitals constitute clear examples of genocide and war against humanity,” the vice parliament speaker pointed out.


He urged APA to take a unified stance to appropriately respond to such crimes and brutalities.


Foreign troops in Iraq and Afghanistan


He referred to the presence of foreign forces in Iraq and Afghanistan as a source of insecurity and instability in the region.


“Terrorism takes its heavy toll everyday on women and children in Afghanistan, Iraq and Pakistan, therefore it is incumbent on Asian Parliamentary Assembly to explore solution to the prevailing terrorism,” Aboutorabi pointed out.
