OSCE OFFICE IN BAKU HOSTS SEMINAR ON NATIONAL PREVENTIVE MECHANISM
Baku, November 25 (AzerTAc). The OSCE office in Baku has today hosted a seminar on creation of the National Preventive Mechanism (NPM).
The aim of the 2-day workshop is to examine the implementation of the UN Optional Protocol to the Convention against Torture and the establishment of the NPM for the prevention of torture and other forms of ill-treatment in places where people are deprived of liberty in Azerbaijan.
Opening the ceremony, Deputy Head of the OSCE Office in Baku Melissa Stone said: “The OSCE Office in Baku believes that the successful establishment and effective operation of the Azerbaijani NPM will be key to the country`s efforts to fight torture and other forms of inhuman and degrading treatment. We hope that this workshop will support co-operative efforts to strengthen the protection of persons deprived of their liberty in Azerbaijan”.
Azerbaijan`s ombudsperson Elmira Suleymanova spoke of what the Azeri government had been doing to protect human rights and freedoms.
She highly praised creation of the NPM in Azerbaijan, stressing the importance of learning experience of international organizations.
Azerbaijan`s Deputy Justice Minister Nazim Alakbarov hailed the UN convention on human rights.
He spoke of ongoing reforms in penitentiary system of the country, adding “thanks to these reforms we achieved a great success in protection of human rights and fight against torture”.
During the event, co-organized by the OSCE ODIHR and Azerbaijan`s Ombudsman Office, experts from the Human Rights Implementation Centre of the UK Bristol University, as well as representatives of NPMs from Estonia, Poland and Georgia have delivered presentations.
