Thailand to impose security law for ASEAN Summit
BANGKOK, Oct 6 (TNA) - Thailand's Prime Minister Abhisit Vejjajiva on Tuesday said his government has resolved to invoke the Internal Security Act (ISA) to maintain law and order in the Thai seaside resorts of Cha-am and Hua Hin during the 15th Association of Southeast Asian Nations (ASEAN) Summit later this month.
The Thai premier said the ISA will be imposed from October 12 to 27 in Phetchaburi's Cha-am district and Prachuab Khiri Khan's Hua Hin district, the venue of the ASEAN summit and related meetings.
He reasoned that the ISA enforcement will be applied from next week, although the summit starts October 23, as security officials need time for preparations including setting up an operations centre there.
Mr Abhisit said his Cabinet has not yet considered whether it will use the ISA for a rally of anti-government Red Shirt activists in the capital, but he has assigned security officials to monitor the situation closely.
Dr Panitan Wattanayakorn, deputy secretary-general to the prime minister, said the ISA prohibits any unauthorised person to enter the summit venues, sets up conditions on travel and transportation, and restricts the use of electronic devices which might affect the safety of people and property.
The Internal Security Operations Command (ISOC) will establish the security centre and appoint its chief to supervise the operation, Dr Panitan said.
The Abhisit government in April was forced to cancel the ASEAN Summit with its dialogue partners when Red Shirt protesters of the United Front for Democracy Against Dictatorship (UDD) stormed into the meeting venue in the seaside resort of Pattaya.
His government imposed the ISA, however, during the ASEAN Foreign Ministers Meeting in the resort island of Phuket in July to prevent any recurrence of undesired incidents which might be touched off by the protesters. (TNA)
