Hatoyama to be voted in as premier in special Diet session Sept. 16+

TOKYO, Sept. 1 Kyodo - Democratic Party of Japan leader Yukio Hatoyama is set to be voted in as next prime minister on Sept. 16, as the government and ruling parties decided to convene a special Diet session to pick the premier for a four-day period from that day.

Hatoyama, who led the main opposition DPJ to a resounding victory in Sunday's
House of Representatives election, will be the 93rd Japanese prime minister and
the 60th person to assume the post.
On Tuesday, Hatoyama met with Shizuka Kamei, leader of the minor opposition
People's New Party, and agreed to start talks shortly on forming a tripartite
coalition along with Social Democratic Party leader Mizuho Fukushima.
In the evening, Hatoyama also told reporters that he will launch the coalition
government immediately after being elected as prime minister.
Hatoyama will likely tap the leaders or other senior officials of the two
parties to serve in his Cabinet.
Official talks on the coalition between the three parties are set to start on
Wednesday, with officials in charge of policies holding a meeting.
The DPJ is seeking to form a coalition despite its large majority in the lower
house apparently due to the need to maintain the prospective partners'
cooperation in the upper House of Councillors, where it holds a combined
majority with those parties.
The 62-year-old Hatoyama also said he will approach the incumbent
administration of Prime Minister Taro Aso on Wednesday with a view to securing
a smooth transition of power.
At their meeting Kamei told Hatoyama that he ''would be pleased to take part in
a new government'' if the two parties can find common ground.
The SDP, another small opposition party, is also expected to finalize its
decision Wednesday to join negotiations on forming a coalition.
Earlier in the day, Kamei and Fukushima agreed to beef up their partnership
ahead of coalition negotiations with the DPJ.
On the special Diet session, Tadamori Oshima, chairman of the LDP's Diet
affairs committee, told a news conference Tuesday that in choosing the date he
considered the need for the new prime minister to attend diplomatic events,
including the annual meeting of the U.N. General Assembly and a Group of 20
financial summit to be held in the United States later this month.
Meanwhile, the DPJ envisions having an autumn extraordinary parliamentary
session called after upper house by-elections scheduled for Oct. 25, party
officials said.
Hatoyama will give his policy speech as new prime minister at the opening of
the extra session, followed by time during which each party will question him.
The DPJ envisions freezing part of a supplementary budget for the current
fiscal year through March in line with its campaign promise, the party
officials said.
The DPJ had earlier requested that the special session be held Sept. 15 to add
flexibility to Hatoyama's diplomatic itinerary.
A high-ranking government official said Tuesday that the opening day was
affected by Emperor Akihito's schedule.
