Gov't budget plan falls far short of DPJ's spending cut goal+

TOKYO, Sept. 1 Kyodo - Budgetary requests for fiscal 2010 made recently by government ministries and agencies fall far short of the Democratic Party of Japan's target of cutting wasteful spending, Kyodo News calculations showed Tuesday.

Based on budgetary requests of six ministries -- including the farm, transport,
education and defense ministries -- the total amount by which they think they
could reduce spending for the year starting in April 2010 comes to 160 billion
yen.
For the implementation of its key pledges, the DPJ, which will form a new
government later this month, has vowed to raise 9.1 trillion yen by cutting
wasteful spending.
Other government offices are either still assessing the potential amount by
which they can reduce spending or have told the Finance Ministry that there is
no such possibility.
The Finance Ministry had asked all other government offices to report on how
much they could slash their spending by in the next fiscal year when they
submit their annual budgetary requests by Monday's deadline, which was decided
in July by the Liberal Democratic Party.
DPJ lawmakers have said they will redo the drafting process for the fiscal 2010
budget following their party's resounding win in Sunday's House of
Representatives election, ousting the long-ruling LDP from power.
Of the six ministries, the Agriculture, Forestry and Fisheries Ministry said it
could cut 78.2 billion yen in spending, compared with the time it submitted its
budgetary request last year, through moves such as returning to state coffers
unused subsidies for public interest corporations.
The farm ministry's amount is the largest, followed by 34.2 billion yen of the
Land, Infrastructure, Transport and Tourism Ministry and around 30 billion yen
of the Education, Culture, Sports, Science and Technology Ministry.
The Defense Ministry said it could cut 10.6 billion yen, while the amount
indicated by the Internal Affairs and Communications Ministry was 5.7 billion
yen and the Foreign Ministry 4.8 billion yen.
Among other ministries and agencies, the Health, Labor and Welfare Ministry,
which is likely to have a tough battle with the DPJ over policies, said there
are no particular expenditures it could slash.
