National Action Charter: 25 years of comprehensive development

Manama, Feb. 14 (BNA): The Kingdom of Bahrain marks the 25th anniversary of the National Action Charter on February 14, a milestone in its comprehensive development process. The Charter reflected the vision of His Majesty King Hamad bin Isa Al Khalifa to advance legislative and institutional reform, strengthen justice and transparency, protect rights and freedoms, and preserve Bahrain’s Arab and Islamic identity.
Approved by 98.4% of voters in a public referendum on February 14, 2001, the Charter marked the start of a broad reform process following His Majesty’s accession in 1999. It established a modern framework for governance based on institutions, the rule of law and democratic development.
The Charter led to the introduction of a bicameral parliamentary system comprising the Council of Representatives and the Shura Council, reinforcing public participation and the separation of powers. A committee was formed in 2001 to review and amend legislation to ensure implementation of its principles and safeguard rights and freedoms.
It also laid the foundation for economic and social reform, including Bahrain Economic Vision 2030, supporting development across infrastructure, education, healthcare, housing, technology and the environment. The Charter enhanced economic diversification, investment opportunities and sustainable growth, placing the citizen at the centre of development.
The Charter further promoted tolerance, coexistence and legal protections for freedom of belief and opinion, while prioritising the empowerment of women and youth. The establishment of the Supreme Council for Women was among its key outcomes.
Twenty-five years on, the National Action Charter remains the foundation of Bahrain’s modern state and continued progress.
