Sadyr Zhaparov opens eco-technological waste recycling plant in Bishkek

Bishkek, Dec. 29, 2025. /Kabar/. The eco-technological plant for generating electricity and recycling municipal solid waste was opened in the capital.

The opening ceremony was attended by President of the Kyrgyz Republic Sadyr Zhaparov, Deputy Cabinet head Bakyt Torobaev, Mayor of Bishkek Aibek Dzhunushaliev, Director of Hunan Junxin Dai Daoguo, Minister of Natural Resources, Environment, and Technical Supervision Meder Mashiev, Minister of Energy Taalaibek Ibraev, and heads of departments from the mayor's office.

The plant was built by the Chinese company Hunan Junxin, and construction began on March 29, 2024. In his speech, Sadyr Zhaparov noted that the problem of the capital's landfill and waste recycling has remained unresolved for many years. "Today, this problem has been resolved, and we are opening a plant that will generate electricity by recycling municipal waste. Bishkek sanitary landfill was commissioned in 1974, and since then, approximately 20 million tons of waste have accumulated there. Between 1,200 and 1,500 tons of waste are disposed of daily in the capital, which negatively impacts the city's environmental health," the head of state emphasized.

President recalled that international experience had been studied to address this issue. In 2023, Bishkek mayor's office delegation visited the Chinese city of Changsha and learned about the operations of Hunan Junxin, a company with extensive experience in waste recycling. Following negotiations in 2024, the Cabinet of Ministers of the Kyrgyz Republic signed an investment agreement with Junxin Huanbao Key Zhi Invest LLC.

According to Sadyr Zhaparov, the total investment in the project amounted to USD 95 million. Twelve hectares of land were allocated for the plant's construction, with all costs fully financed by the investor. The facility was built in 1.5 years instead of the project's planned two years.

The project's concession term is 35 years.

"The project will process 365,000 tons of waste annually, and a 30 MW condensing turbogenerator power plant will be built. This equates to savings of 80,000 tons of coal and a reduction of 100,000 tons of carbon dioxide emissions. Currently, the plant will process up to 1,000 tons of waste per day, and its capacity will be increased in the future," the president noted.

He added that the project will simultaneously address waste disposal, generate electricity, and create new jobs. Similar plants are planned for the cities of Osh, Balykchy, and Karakol. Work is currently underway to conclude the relevant investment agreements.

At the conclusion of the event, Sadyr Zhaparov awarded Dai Dao, General Director of Junxin Huanbao Key Zhi Invest LLC, the Order of "Dostuk" for his contribution to solving the capital's long-standing environmental problem and improving the environmental situation in Bishkek.
