Kyrgyz Ministry of Justice to study Hong Kong's experience in dispute resolution

Bishkek, Dec.18, 2025. /Kabar/. Justice Minister Ayaz Baetov participated in the 6th UNCITRAL Summit, organized by the Hong Kong Department of Justice.

According to the Ministry of Justice press service, Baetov presented report on ongoing reforms aimed at expanding digital access to justice, improving the efficiency of judicial proceedings, and strengthening public trust. Key changes to procedural legislation were presented, including the introduction of videoconferencing and online hearings, expanded electronic notification of trial participants, and the development of e-court cases.

As part of the summit, the Minister held bilateral meetings with Hong Kong Secretary of Justice Paul Lam Ting-kwok and with Teresa Cheng, Secretary-General of the International Mediation Organization, to discuss prospects for developing a system of alternative dispute resolution mechanisms based on English law and mediation.

Separate discussion focused on exploring Hong Kong's experience in dispute resolution using common law principles. Hong Kong is one of the most developed and stable common law jurisdictions, combining judicial independence, specialization in commercial law, and highly professional arbitration sector.
