Public Prosecution participates in GCC Conference on Judicial, Legislative Cooperation

Kuwait, Oct. 22 (BNA): The Public Prosecution participated in the First GCC Conference on the Future of Judicial, Legal, and Legislative Cooperation among Gulf Cooperation Council (GCC) countries, organised by the Supreme Judicial Council in the State of Kuwait.


 

Dr. Ahmed Al Hammadi, Senior Advocate General and Head of Judicial Inspection at the Public Prosecution, reviewed the current state of international judicial cooperation among GCC states. He addressed key challenges related to extradition, as well as the tracking and recovery of assets both within the region and at the international level.


 

Dr. Al Hammadi noted that GCC countries possess the legislative and institutional frameworks necessary to support effective cooperation, both internally and with international counterparts. He emphasised that judicial cooperation among GCC states remains effective, particularly in areas such as extradition and executing mutual legal assistance requests concerning asset tracing and recovery. He added that any procedural challenges can generally be addressed through effective coordination, especially given the shared commitment across GCC countries to align their legal tools with international standards and agreements.


 

He also outlined some of the practical challenges faced in broader international cooperation. He said that Bahrain has played an active role within the GCC in the area of asset tracing and enforcement of confiscation orders. This work is supported by a comprehensive legislative and institutional framework that enables the effective execution of assistance requests.


 

Dr. Al Hammadi noted that Bahrain's framework was further strengthened by the issuance of a Guidance Manual on Asset Recovery Requests and Enforcement of Confiscation Orders, under Decision (47) of 2025 by Dr. Ali bin Fadhel Al Buainain, the Attorney General, developed in cooperation with relevant national authorities. This guide aims to enhance operational procedures and bolster international judicial cooperation.
