HM King inaugurates fourth session of sixth term

Manama, Oct. 12 (BNA): His Majesty King Hamad bin Isa Al Khalifa inaugurated the opening of the fourth session of the sixth legislative term of the Shura and Representatives Councils, held in the presence of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister.

 

Upon the arrival of the convoy of His Majesty the King at the Isa Cultural Centre, accompanied by a mounted police escort, His Majesty was received by Ahmed bin Salman Al Musallam, Speaker of the Council of Representatives, and Ali bin Saleh Al Saleh, Chairman of the Shura Council.

 

The national anthem was then played, and His Majesty the King proceeded to the main conference hall of the Isa Cultural Centre, where the ceremony began with a recitation from the Holy Quran.

 

His Majesty the King delivered the following speech: 

 

 

In the name of God the most Merciful, the most Compassionate,

Praise be to God and prayers and peace be upon our Prophet Mohammed and his family and companions,

Distinguished Brothers and Sisters, Members of the National Assembly,

May the peace, mercy and blessings of God be upon you,

With the blessing of God, we inaugurate the fourth session of the sixth legislative term of the legislative authority, whose performance we view with pride and appreciation, as it exercises the principles of legislative and oversight work, and undertakes its constitutional responsibilities to keep pace with our national aspirations. In doing so, it builds upon this distinguished experience, whose roots extend back to the era of our forefathers, the leaders of the Kingdom of Bahrain, who had worked to establish the principles and values of governance based on the noble Islamic Sharia, consultation, justice and benevolence, sacrifice for the sake of the nation, and adherence to authentic customs and traditions.


 

These principles and values have been the guiding legacy passed down by the leaders of the Kingdom of Bahrain to their heirs, generation after generation. This has laid the foundations upon which the National Action Charter was built, and the resulting constitutional amendments during our reign – the most important of which were the bicameral system, the realisation of the principle of separation of powers, the restoration of political rights to women, and the completion of the constitutional institutions. These noble principles continue to be a way of life for us, and an inseparable part of our culture, which safeguards our sovereignty.


 

As we move forward in our comprehensive development journey, we are pleased to express our satisfaction with the progress of joint work between the legislative and executive branches – under the direct supervision of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister. We deeply value the outcomes of this cooperation, and the efforts of the Chairman of the Shura Council and the Speaker of the Council of Representatives, along with all members, which have resulted in significant legislative achievements that meet national aspirations. Among these is the imminent completion of amendments to the Law on the Regulation of the Press, Printing, and Publishing – considering that it is an importantstep that emphasises the constitutional value of freedom of opinion and expression in the Kingdom of Bahrain, and enhances the esteemed standing of our national media in all its forms. We also underscore the importance of completing the necessary legislative measures – foremost among which are those related to enhancing security and developing the economy – so that we may continue to strengthen our country's global competitiveness.


 

We would like to highlight in this regard the important initiative announced by His Royal Highness the Crown Prince and Prime Minister, directed at our sons and daughters seeking employment opportunities. This initiative includes necessary facilitation that opens up more job options for them. We also extend our sincere thanks to the Bahrain Chamber of Commerce and Industry and to all the companies and institutions supporting this approach. We look forward to maximising the benefits of this initiative, aiming to increase national participation in the labour market.

 

Brothers and sisters,


 

Since progress can only be achieved through a conscious reading of future realities, confronting its changes and seizing its opportunities, which has been our consistent approach since the establishment of the modern Bahraini state-we direct that the following priorities be adopted in the upcoming phase of action:


 

We begin with focus on the national identity, including its moral principles and values, and authentic practices associated with Bahraini individuals. These have had a profound impact on building Bahrain’s enduring civilisational strength and its remarkable capacity to learn from the lessons of history. Foremost among these lessons is upholding national identity, strengthening unity among all components of society, and rejecting manifestations of fanaticism, hatred, and foreign allegiances.


 

The second of these priorities is the  focus on scientific and knowledge-based advancement, which leads to empowerment and industrial and productive diversification- considering that as an essential contributor of desired economic growth, so as to reduce dependence on traditional resources.

 

We attach importance that future action approaches take into account Bahrain’s strong foundation in modern industry and its advanced service environment – assets that must be invested in and diversified – whether through technological advancement and optimal utilisation of artificial intelligence, which has already begun, particularly in education, healthcare, manufacturing, and urban development; or through concentrated investment in renewable energy; or the exploration of opportunities in outer space to develop all vital sectors, ultimately reaching the level of independence required to safeguard and develop our national resources. Foremost among these resources is the sustainability of our natural and agricultural environment, the preservation of our marine resources, and, in particular, the natural pearl trade, which has made the name of Bahrain synonymous with genuine pearls across the globe and throughout history.


 

And as we speak of the present and the future, we cannot overlook the contributions of our young Bahraini talents, who receive continuous attention and follow-up from His Highness Shaikh Nasser bin Hamad Al Khalifa. Among the most notable of these contributions is the successful launch of the Bahraini satellite, which embodies the soundness of the plans and programs focused on scientific and knowledge competitiveness, in preparation for a bright future for our nation, God willing. These young individuals, through their global achievements, demonstrate their readiness to contribute to leading both the present and the future. They deserve opportunities to participate in work, training, and taking on responsibilities, so that we may ensure generational continuity in carrying the noble mission of the nation.

 

Brothers and sisters,

The Kingdom of Bahrain continues its efforts to achieve a just and comprehensive peace, as an indispensable necessity for restoring the  security and stability of the region. In this regard, we express our appreciation for international efforts exerted to reach this goal, and we commend the historic role of His Excellency President Donald Trump, President of the United States of America, and the efforts of the mediators, in stopping the war in Gaza. We urge all parties to fulfil their commitments to consolidate peace. The Palestinian issue will remain at the forefront of the Kingdom’s priorities during its non-permanent membership in the United Nations Security Council for the coming two years. We emphasise our steafast support for the two-state solution and the restoration of the legitimate rights of the Palestinian people, as the optimal path to achieving the security and prosperity that the region deserves. Our Arab and Islamic nation, which has long embraced divine religions and diverse cultures, stands as a model of fair human life, and we look forward to seeing it enjoy the prosperity that befits its glorious history.


 

Since true development cannot be achieved without establishing comprehensive security, as a guarantee of the continuity of life, work, and productivity-we consider our defence and security forces a fundamental pillar of our development. We are keen that they be equipped with the latest capabilities and highest levels of skill to fulfil their duties in protecting our achievements and national sovereignty. At the forefront of this stands the Commander-in-Chief, our brother Field Marshal Shaikh Khalifa bin Ahmed Al Khalifa – to him and to all members of our armed forces, we extend our deepest thanks and appreciation.


 

In conclusion, we return to where we began: with pride and appreciation for our nation's civilisational achievements. We thank God for His abundant blessings, foremost among them is Bahraini citizens, whom we consider the true wealth of our nation, and its civilised and radiant image of giving wherever they may be. Through their continued and sincere contributions, they have made Bahrain a land of goodwill and peace, and a centre for creativity and leadership; hence, enduring the reputation of Bahrainis as a symbol of noble ethics and values . All of this places the people of Bahrain at the forefront in receiving services and benefits.


 

We ask God to grant everyone success and prosperity, and we extend to you our full support in safeguarding the national trust – for the glory and advancement of Bahrain.

On his part, the Speaker of the Council of Representatives extended greetings to His Majesty King Hamad bin Isa Al Khalifa and to His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister.

 

Ahmed bin Salman expressed, on his own behalf and on behalf of all members of the National Assembly, gratitude to His Majesty for inaugurating the fourth session of the sixth legislative term, marking the beginning of a new stage in parliamentary work under a firm legislative framework guided by Bahrain’s constitutional traditions, national values, and the Kingdom’s principles, flourishing under the leadership and care of His Majesty within a comprehensive and sustainable development process.

 

He expressed pride in Bahrain’s distinguished national experience, built over generations by the rulers of the Al Khalifa family. He noted that His Majesty the King’s leadership has led Bahrain towards progress and modernisation, making sustainable development a tangible reality and advancing the nation to new levels of growth and achievement.

 

Speaker Al Musallam emphasised commitment to national unity as the cornerstone of democratic advancement, and determination to enhance Bahrain’s identity grounded in loyalty to the nation. He emphasised dedication to making this identity a source of ongoing progress, guided by the principles of the National Action Charter and the Constitution of the Kingdom, in order to build a strong and prosperous nation that reflects His Majesty’s vision where Bahraini citizens remains the priority, the focus of public policy, and the foundation of national development plans and goals.

 

The Speaker expressed gratitude to HRH the Crown Prince and Prime Minister for the efforts to enhance effective cooperation between the government and legislature, reflected in the parliament’s unanimous approval of the Government Programme. He noted that the programme’s objectives and policies focused on improving citizens’ living standards while safeguarding their gains, and that His Royal Highness’s efforts have led to the continued launch of national projects and initiatives serving both the nation and its citizens. These include advancements in work systems and services, economic growth acceleration, promising investment attraction, strengthening of strategic partnerships with the private sector, and the creation of high-quality employment opportunities for Bahraini youth. He further highlighted His Royal Highness’s dedication to raising the living standards of Bahraini families and mobilising all available efforts, resources, and capabilities to care for the Bahraini citizen as the nation’s true wealth, in pursuit of the desired national goals and aspirations.

 

He underlined the Council’s support for HRH the Crown Prince and Prime Minister’s initiative offering three job opportunities for every registered jobseeker, in line with HM the King’s vision that the citizen remains the ultimate goal of development. He also commended the Bahrain Chamber of Commerce and Industry and private sector institutions for their role in providing quality employment and preparing national talents for the labour market.

 

As the sixth legislative term nears its conclusion, he noted that HM the King’s address would be a guiding framework for parliamentary priorities in the next stage, building on past achievements. He reiterated the Council’s commitment to close cooperation with the executive authority in line with His Majesty’s directives and the aspirations of the nation, by continuing to develop the legislative system through modern and advanced methodologies suited to present-day requirements. He also highlighted the Council’s dedication to reinforcing HM the King’s vision for responsible freedom of opinion and expression and recognition of the role of national media.

 

The Speaker emphasised the Council’s commitment to continue advancing the legislative framework and supporting responsible freedom of opinion and expression, while promoting innovation and industrial development as part of Bahrain’s economic diversification and technological advancement.

 

Furthermore, the Speaker commended the role of the Supreme Council for Women, chaired by Her Royal Highness Princess Sabeeka bint Ibrahim Al Khalifa, Consort of His Majesty the King, in supporting women’s advancement as an essential component of sustainable development.

 

He also commended His Highness Shaikh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Humanitarian Work and Youth Affairs and Chairman of the Supreme Council for Youth and Sports, for the achievements in youth and sports, and His Highness’ supervision of the launch of Bahrain’s national satellite, a milestone in the Kingdom’s scientific progress.

 

He reiterated the legislature’s commitment, inspired by HM the King’s diplomatic vision, to utilising parliamentary diplomacy to strengthen Gulf cooperation, advance Arab integration, enhance Islamic coordination, and deepen relations with nations worldwide in a manner that serves Bahrain’s interests. He underscored that such efforts reinforce the Kingdom’s role as an active partner in promoting security, peace, and coexistence regionally and internationally within stable and prosperous societies.

 

He welcomed the agreement to end the war in Gaza, expressing hope for a just and comprehensive peace and reiterating Bahrain’s steadfast support for the two-state solution and the restoration of the legitimate rights of the Palestinian people. He praised the resilience and sacrifices of the Palestinian people, which had led many nations to recognise the State of Palestine with East Jerusalem as its capital.

 

He expressed appreciation to the members of the Bahrain Defence Force, the National Guard, the Ministry of Interior, and all security agencies for their dedication, as well as to all Bahraini professionals across sectors for their commitment and creativity in serving the Kingdom.

 

He wished Bahrain continued peace, security, and prosperity under the leadership of His Majesty the King.

 

The ceremony concluded with the playing of the national anthem.
