Centre for Space Futures Releases White Paper on 'The Future of Space Law'
Riyadh, September 12, 2025, SPA -- The Centre for Space Futures has released a landmark white paper, The Future of Space Law, the first in a series of studies exploring how lessons from other governance models can strengthen the global space framework.
This initial paper focuses on the success of international aviation governance, drawing from the legal architecture of the Chicago Convention and ICAO to identify principles and mechanisms that can be adapted to outer space. It highlights both the parallels and the limitations of applying aviation’s model, while outlining a roadmap for more coherent, inclusive, and future-ready space governance.
Centre for Space Futures Managing Director Eng. Mishaal Ashemimry noted that the paper marks a strategic step toward shaping a modern legal framework for space: “By learning from the proven success of civil aviation governance, we aim to foster a safe and sustainable space environment, support innovation, and expand participation by both governments and the private sector in the global space economy.”
The white paper introduces a multi-tiered governance model to improve transparency, reduce regulatory fragmentation, and strengthen trust among international partners. It also sets out practical measures to guide policymakers, researchers, and investors in crafting innovative regulations that reflect technological advances and enable global cooperation.
The study was developed in collaboration with leading space experts and international partners, underscoring the center’s role as a platform for global dialogue and forward-looking policy solutions.
The Centre for Space Futures, established through a partnership between the Saudi Space Agency and the World Economic Forum, is the first space-focused hub within the WEF’s Centers for the Fourth Industrial Revolution Network. It serves as a global, impartial platform dedicated to advancing space policy, driving space technology, and fostering cross-sector collaboration to support the growth of the global space economy.
