President invokes veto on Jurisdiction Law

Ulaanbaatar /MONTSAME/. Chief of Staff U.Shijir said in a statement made on January 25 that the President is invoking a line-item veto on the Law on Jurisdiction, adopted January 15th, 2021. In detail, the veto is imposed upon Sections 19.2.4, 25.8.2, 29.3, 30.3, 30.4, 36.8, 36.9, 36.10, 44.2, 57.1.5, 57.1.7, 57.1.8, 76.2, 76.3, Sections 77.1-77.11, 95.3, 95.4, 95.5, 95.7, 101.5, 105.8, 11.6, 110.7, 111.2, 112.8 and Section 113.2.1 of the Law. The Chief of Staff continued: “The President deems invoking a veto upon this Law should make a record in Mongolian history as a battle against the absolute majority in the State Great Khural attempting to take over the juridical system, which should operate with complete independence from the ruling party or any other influences.” Moreover, the Parliament altered 43 articles and 274 sections of the original bill submitted April 10th, 2020. Such a large volume of change to the original bill had certainly had an impact on the fundamental concept of the bill, and it is safe to say the Parliament had passed a ‘conceptless’ law.
