PRESIDENT ILHAM ALIYEV SENDS GREETINGS TO PARTICIPANTS OF BAKU CONFERENCE OF OIC MEMBER STATES` HEADS OF LAW ENFORCEMENT AGENCIES

Azerbaijan President Ilham Aliyev has sent a letter of greetings to participants of the Baku conference of Heads of Law Enforcement Agencies of the Organization of the Islamic Conference`s member states.
The Letter reads:
“Dear conference participants,
I extend my heartfelt greetings and wish successes to you, the participants of the conference of Heads of Law Enforcement Agencies of the Organization of the Islamic Conference`s member states.
Uniting millions of people, Islamic civilization is the system of values promoting peace and tolerance, human ideas and respect for human dignity, and humanity and mercy.
Islam condemns all forms of violence, particularly terrorism and extremism. Such acts pose threat not only to common values shared by our peoples, but also to socio-political stability of states and tranquility of people.
Crimes like terrorism, separatism, illegal arms and drug trade, human trafficking, illegal migration and money laundering are a source of great threat to peaceful coexistence of states.
This is why it is very important to effectively combat crime - along with continuing socio-economic and political efforts - in order to ensure our people`s prosperity, development and security.
Fundamental reforms carried out over the last five years have been a necessary factor for Azerbaijan`s dynamic development and modernization. However, Azerbaijan`s most painful problem is an aggressive separatism and ethnic cleansing and terror policy conducted by Armenia, which resulted in the occupation of 20 percent of our lands, creating nearly one million Azerbaijani refugees and internally displaced persons.
The fact the occupied territories are under control of Armenia and the fabricated separatist regime was what created conditions for widespread drugs and arms trade, human trafficking and money laundering.
The crimes committed in these territories are a source of serious threat not only to Azerbaijan, but also to the whole region.
From this point of view, the fight against transnational crime requires us to coordinate the work of our countries` law enforcement agencies both at regional and universal levels.
I believe that encouraging and deepening cooperation between our countries` law enforcement bodies will increase the effectiveness of fight against transnational organized crime, allowing us to pursue a mutually agreed policy in this regard.
Once again I cordially welcome you all to Azerbaijan, and call on you to combine efforts for the sake of peace, stability, tranquility and security.”

Ilham Aliyev
President of the Republic of Azerbaijan
Baku, April 20, 2009.
