Somali refugees` registration center starts its services

SANA'A, March 21 (Saba) - The Permanent Center of Refugees'
Registration at Yemen's Immigration and Passport Authority
Headquarters has started registering the Somali refugees in Yemen
and issuing a unified identity card.

The center, along with other centers to be opened later in the rest
governorates, aims at counting all Somali refugees in Yemen and
unifying their statistics between the Yemeni government and United
Nation High Commission for Refugees (UNHCR).

According to UNHCR, another center will be open in Aden governorate
in two weeks.

The Permanent center will enhance partnership between the government
and the international community, especially after the Somali
refugees being have official documents in Yemen.

It affirmed registering Somali refugees and issuing identity cards
will enhance the means of protecting them and their major rights of
getting food, medical care, and education as well as movement
freedom.

UNHCR Representative in Yemen Clair Bourgeois considered said
opening this registration center was an evidence of Yemeni
government's commitment under the international law and according to
the Refugees Convention for 1951 and their protocols for 1967 in
particular since Yemen is the only signatory country in the Arab
peninsula.

Deputy Foreign Minister Ali Mothana affirmed that this center is the
fruit of cooperation between the government and international
community represented by UNHCR and European Union.

He pointed out the necessity of presenting technical and financial
support to the countries receiving refugees like Yemen. The burdens
on the countries' shoulders are getting huge, as the number of
refugees increases in these countries, particularly under the
current global financial crisis and the Economic issues.

For her side, EU Representative Mary Hobbs affirmed the EU's
keenness on issues of asylum and its seekers in Yemen and developing
practical mechanisms for receiving refugees through offering € 7
million for helping refugees and humanitarian operations in Yemen.

It is worth to mention that UNHCR resumed its works again in Yemen
in 1992 responding to the continuous growing of Somali refugees'
numbers.

Yemen, which is a haven for many Somali refugees and Africans
escaping from conflicts and wars, faces special challenges because
growing number of refugees and immigrants.

According to UNHCR the number of refugees arriving in Yemeni coasts
in 2008 amounted to 50,000 at an increase of 70 percent compared to
2007.
