MILLI MAJLIS ADOPTS PARDON ACT ON OCCASION OF NOWRUZ HOLIDAY
Baku, March 17 (AzerTAc). On the occasion of the Nowruz holiday, Azerbaijan`s Parliament, the Milli Majlis, has today adopted a pardon act.
Opening the parliament`s Tuesday session, Speaker Ogtay Asadov praised President of the Heydar Aliyev Foundation, UNESCO and ISESCO Goodwill Ambassador, MP Mehriban Aliyeva’s submitting a draft resolution of the pardon act to the Milli Majlis.
“Responsible parliamentary commissions have studied the document to hand it to the Parliament for the consideration at a general session” Ogtay Asadov said.
The speaker then gave the floor to MP Mehriban Aliyeva.
She said:
“Each pardon act is a triumph for humane principles, humane ideas. Thousands of people have been granted freedom to return to normal life as the result of a policy whose foundations were laid by great Heydar Aliyev in 1994. These traditions are being continued today. Everybody has the right to live a free and worthy life. At the same time the destiny of every human is in his own hands. By forgiving and giving those who made mistakes a new chance to return to society, we help them to realize their mistakes and appreciate the value of freedom. Mercy, benevolence, kindness and the ability to forgive have always been considered the best human qualities. And it is these principles that I am guided by to call my colleagues to adopt this resolution. Taking the opportunity, I offer my greetings to all of you on the occasion of the Nowruz holiday. I believe this holiday will bring double pleasure to the released and their family members. Thank you for the attention.”
Afterwards, chairman of the parliamentary commission on legal policy and state building, Ali Huseynov, provided details of the pardon act. He said his commission had thoroughly studied the draft pardon act to find out that “it was perfectly prepared in terms of legislative techniques.” Huseynov said the commission has unanimously decided to submit the document for the parliament`s consideration.
According to him, the pardon act will be applied to about 9,000 people, or 35 percent of the total number of prisoners in Azerbaijan, of whom 1,700 will be released, while 1,200 see their sentence reduced.
The pardon act was enacted by 111 votes in favor.
The parliamentarians also made several amendments and supplements to laws on municipalities.
