Industrial zones report worker shortage

HCM City (VNA/VNS) - Though the economic recession is causing lay-offs on the one hand, enterprises in industrial and export processing zones, on the other, are struggling to find workers despite easing work requirements and offering high wages and allowances.

The HCM City Export Processing & Industrial Zone Authority (HEPZA) has reported a
big requirement for workers but there are few applicants.

Around 19,000 people had been laid off by mid-February but companies are looking to
recruit an even larger number of workers, especially skilled ones, according to the
Department of Labour, War Invalids and Social Affairs.

One of the reasons for the large number of vacancies despite the recession is that,
in what is an annual phenomenon, thousands of workers quit after the traditional
lunar New Year at the end of January.

There are not enough takers for new jobs now because, after the high living costs
and low incomes of last year, thousands of workers have returned to their hometowns
hoping to save more.

Thanh Cong Textile-Garment Joint-Stock Company has expanded production after Tet,
installing 10 new production lines. Nguyen Huu Tuan, the company's human resources
chief, says that after Tet, 150 out of its 2,300 workers did not return to work.

It has since been seeking to hire 400 workers but managed to get only 60.

"We have even been to companies that are laying off workers and announced we are
recruiting but the result has not been good," he says.

Thanh Binh Joint-Stock Company also announced plans to recruit 200 workers several
months ago but has received few applications.

Some companies in the Linh Trung Export-Processing Zone have export orders on hand
but are unable to find enough workers.

Since late 2008, many firms have contacted the job centre run by HEPZA asking for
5,000 workers but its director, Nguyen Thanh Tung, says there is a severe paucity of
candidates.

Faced with the shortage, many businesses have lowered their requirements and are
offering increased salaries and better allowances.

Semo Vina Co Ltd in Tan Thuan EPZ is offering monthly salaries of 2-2.5 million VND,
which is rather high in the semiconductor equipment manufacture industry.

Garment companies Kollan VN and Hugo Knit in Linh Trung I EPZ need 2,000 workers and
are offering 500,000 VND for each skilled worker.

Thanh Cong company, besides raising basic wages and allowances, also plans to build
houses for workers near its plant to reduce their travelling expenses.

An official at the municipal Department of Labour, War Invalids and Social Affairs
says though many firms are offering decent wages even during the probation period,
many workers are still waiting for better options.-Enditem
