Here is the text of the cable: On behalf of the expatriate communities, I would like to congratulate Your Royal Highness on winning the Information and Communication Technology in Sustainable Development Award, from the International Telecommunication Union ITU. Your Royal Highness' lifelong selfless devotion to duty and serving your country and your people is an inspiration to all and this is clearly reflected in the ITU Award and the many worldwide honours already conferred upon Your Royal Highness. Under Your Royal Highness' visionary, innovative leadership and the efforts of your Government, we have witnessed Bahrain's miraculous transformation from a collection of small rural villages into a modern metropolis with a wisely diversified economy, award-winning telecommunications, world-class infrastructure and social welfare programmes that are the envy of the world. Your Royal Highness' passion to succeed, your attention to detail, commitment to excellence, and above all your fearless pioneering spirit have resulted in the Kingdom of Bahrain emerging as the admired pioneer of the Arab World in many ways.
