Private firm support model sees success

HCM City (VNA) - - The application of the one-stop-shop (OSS) model that has seen a
spurt in business start ups nationwide is being touted as a major achievement of the
Vietnam Private Sector Support Programme (VPSSP) four years after its deployment.

Increased interaction and cooperation between government and the private sector has
been another positive development of the programme, said Ho Sy Hung, deputy head of
the Department of Business Development under the Ministry of Planning and
Investment.

VPSSP, the programme between Vietnam Government and European Commission implemented
since March 2004, will close by the end of this month.

According to Da Nang 's Department of Planning and Investment, nearly 4,000
businesses have been granted business licenses in central Da Nang in the two years
after the new OSS model was applied.

The department said it has been coordinating with concerned agencies, including tax
and security departments, to complete business registrations within 10 days instead
of the regulated 14 days. This has encouraged enterprises a lot, as it helps them
save time and money.

A recent survey on the satisfaction of enterprises with the OSS model shows that
98 percent of polled enterprises strongly support it, as it is simple, rapid, and
convenient.

The application of OSS has helped southern Long An province jump 18 points to
the 21 st position in the annual Vietnam Provincial Competitiveness Index (PCI)
Report. With support from the programme, the Mekong Delta province has attracted
around 1 billion USD in foreign direct investment.

Similar encouraging results have been seen in the cities and provinces of Hai Phong,
Can Tho, Hoa Binh and Thua Thien-Hue.

The Mekong Delta's Can Tho City and central Thua Thien-Hue province have reported a
considerable reduction in the length of time taken to issue land use certificates,
dropping from 21 days previously to just five to seven days at present.

The model of public-private dialogue is also one of VPSSP's important successes, as
it has created opportunities for businesses and government agencies to join hands in
solving difficulties and creating more favourable conditions for businesses to
develop.

VPSSP has also promoted the development of economic potential of particular
localities by coordinating with local agencies to offer training and consultancy
services in the tourism, transportation and fine art sectors.-Enditem
