Ghobash: Labour Ministry will carry out periodic revision of its policies

Abu Dhabi, Dec 18, 2008 (WAM) - The policies, decisions and rules adopted by the Ministry of Labour to regulate the country's labour market require continuous and periodic revision so as to pinpoint the defects in them with an aim of rectifying them, said Labour Minister HE Saqr Ghobash Saeed Ghobash.

Addressing the second session in the Third ordinary season of the 14th Legislative Chapter of the Federal National Council (FNC), Ghobash said that the Ministry is currently devoted to studying these policies anew in order to develop them to suit the current market situations and the management requirements.

The labour market is so dynamic and inter-related to the world developments and thus calls for a flexible approach and willingness to face the new situations, which are rippled by the global events, the minister said.

Ghobash expressed his gratitude and appreciation for the role played by the FNC by monitoring and guiding the functioning of government, thus translating the directives of President His Highness Sheikh Khalifa bin Zayed Al Nahyan into practice.

The minister also thanked FNC's sub-committee assigned to study the issue of expatriate labour in the country and the effects of the Labour Ministry's new rules.

The committee had submitted its report to the FNC with a call to strengthen dialogue and cooperation between legislative and executive authorities to solve the existing problems in this sector protecting the supreme interests of the country.

Quoting HH President, Ghobash said that no equilibrium can be restored in the imbalanced demographic structure, or the labour market be reformed without real reformation of the educational system and training programmes as well as without revising their content and objectives.

In his response to the FNC's sub-committee report, the minister emphasised five cardinal points, which included the ministry's agreement with the need to solve the problem of demographic imbalance, the regulatory framework the ministry has adopted to streamline the inflow of foreign labour into the country, the fact that the Ministry of Labour is not the only authority who can bring in the expatriate hands into the country, the need for constant revision of the labour policies and market regulations, and the problems faced by the country in nationalising the careers in the private sector.
