Delhi Police to have its own research and analysis wing

New Delhi, Dec 7 (PTI) The Delhi Police will now have its
own intelligence gathering and research unit, modelled on the
lines of the country's external intelligence agency -- the
RAW (Research and Analysis Wing).

Authorities have set-up a dedicated wing -- Delhi Police
Research Unit (DPRU) -- to prepare a 'blue diary' (master
plan) for Delhi's security by collecting and sharing
intelligence along with other stake holders, including the
Intelligence Bureau (IB).

"Intelligence gathering and its analysis form the
backbone of an effective anti-terror and counter-offencive
force. Delhi Police has been giving emphasise on it following
two back-to-back terror attacks and an encounter at Batla
House in September last," a senior police officer said.

In the wake of November 26 Mumbai terror attacks and
intelligence inputs about the national capital being
vulnerable to such strikes, the police department has
expedited the process of giving the wing a final shape.

"Being the bureaucratic hub and national capital, Delhi
is always on the hit list of terrorists. Recent series of
blasts have proved that there was failure in gathering
intelligence. Hence, we have decided to set-up our own
research wing," the officer said.

Special Commissioner of Police (Planning and
Implementation) Deep Chand is given the charge of DPRU.

The direction to form the DPRU had come from Lieutenant
Governor Tejinder Khanna during his visit to Delhi Police
headquarters on September 14, a source said.

Khanna had asked Delhi Police Commissioner Y S Dadwal to
prepare a detailed dossier for the national capital to counter
terror strikes, he said.

Other than deciding do's and don'ts for the law and
enforcement agencies, the LG urged the Police Commissioner to
put vital installations, prime markets and public places on
electronic surveillance, the source added.

According to officials, Delhi Police Research Unit will
have a separate workforce that will coordinate with its
Special Branch (which looks after security and intelligence
gatherings) and the elite Special Cell (which carries out
anti-terrorist and special operations).

The unit will do research work, gather intelligence
inputs and analyse areas of improvement for better security,
besides proposing measures to strengthen it, the officials
added.
