ASEAN HUMAN RIGHTS BODY TO BALANCE PROMOTION AND PROTECTION
Jakarta, Dec 2 (ANTARA)- The ASEAN Human Rights Body (AHRB) clearly stated its purpose to balance promotion and protection of human rights cases in Southeast Asia, Makarim Wibisono, former head of the UN Human Rights Commission said.
"We have to start to integrate the ideas and promote values of human rights from the inside and when the conducive situation has been realized then the protection could be done," he said after delivering a keynote speech at an international seminar "Role of ASEAN Human Rights Body for Maintaining Peace and Stability in the Region" here Tuesday.
He said earlier that the body could develop public awareness of human rights among the peoples of ASEAN and promote human rights education by disseminating information relating to development of human rights norms and practices and organizing conferences, seminars and meetings of representatives of governments, academia and civil society organizations.
Despite the differences among the member countries, Wibisono expected that a certain level of ambition should be in an harmonious state as he said in his speech, "It is my deep conviction that it is still very much within our capacity to strive, consciously and constantly, not to allow the deliberation of the Body to develop in such a way as to impede our potential for cooperation".
Meanwhile another speaker, Ade Padmo Sarwono who is Deputy Director of the Directorate of ASEAN Political and Security Cooperation of the Foreign Affairs Ministry in his presentation elaborated on the background of promotion and protection of human rights through AHRB as stated in the preamble and article 14 of ASEAN charter which was agreed to be signed in the 13th ASEAN Summit.
Sarwono conveyed several important points that is applying a dialogue approach instead of "finger pointing", developing an ASEAN declaration on human rights or other possible instruments on human rights and trying to be balanced between promotion and protection functions.
The High Level Panel on human rights was established on February 20, 2008 to arrange terms of reference of AHRB and to submit it at the 14th ASEAN Summit in December 2008 for guidance and direction.
The ASEAN Human Rights Body is scheduled to be established at the 15th ASEAN Summit in December 2009.
