Advani blames intelligence agencies for Mumbai terror attacks

New Delhi, Nov 28 (PTI) Senior Bharatiya Janata Party
(BJP) leader L K Advani Friday blamed the intelligence
agencies for Mumbai terror attacks, saying their preoccupation
with "Hindu terror" helped the terrorist plot go undetected.

"It now appears that a mobile phone with a terrorist is
of Pakistani origin. This reinforces the fact that
intelligence agencies' energy is being diverted to nail the
so-called Hindu terror which evidently enabled the Mumbai
attackers' plot go undetected", Advani said in a statement
Friday.

Accusing the UPA of not being serious about tackling
terror, he said, "The government's non-serious approach is
reinforced by reports that the Mumbai attackers arrived in the
city by the sea route."

He also urged the Prime Minister Manmohan Singh to
convene a meeting of Chief Ministers of states to chalk out a
strategy to contain the new danger of sea-borne terror.

"I again urge the PM to summon a conference of CMs of
all states on the western coast line to activate a firm
strategy to deal with the new threat of sea-borne terror," he
said.

The BJP's Prime Ministerial candidate expressed hope
that the Government, even at the fag end of its tenure, would
devise a robust and zero tolerance policy to tackle terrorism.

Advani said that apart from strengthening and
streamlining the intelligence network, the Government needs to
take whatever intelligence inputs it receives seriously and
act upon it.

"It is the spirit of our security officials that gives
me confidence that despite the government's pussyfooting and
its politically motivated refusal to arm the security agencies
with appropriately tough anti-terror laws, we shall overcome
the terrorist challenge in the end," Advani said.

Official agencies had been warning the Home ministry
for some time now about such a possibility, but the government
did nothing to bolster the navy or the coast guard's capacity
to intercept rogue boats, he added.

Explaining his early departure to Mumbai after having
announced that he will travel with the PM, Advani said, "He
had assured the Home minister that he would not visit the
areas where action was still underway."

"Just before leaving for Mumbai at 4 pm, I was told
that the PM has changed his mind and would follow a little
later for which I suggested that we could meet at a
pre-arranged spot during our visit so that my appeal for a
united response to the terrorist challenge becomes a visible
message to the people," he said.

"Although I was told that we would be informed about
the venue of meeting in Mumbai, I received no word
thereafter," he added.

Taking a dig at the United Progressive Alliance (UPA)
government, he said, "I wonder whether it was resorting to
numerology rather than firm intelligence in anticipating
terror attacks."

It appears the terrorists have made it a pattern to
strike on the 13th or 26th of every alternate month, he said.
