Country braces for storm Noul

Hanoi (VNA) - Deputy Prime Minister Nguyen Sinh Hung has instructed
all forces, including police, sea police and healthcare workers, to be ready
to protect people from storm Noul, which is expected to hit all southern
provinces.

Chairing a Nov. 16 discussion on measures to cope with this year's tenth
storm, Deputy PM Hung said the 8-force gale which is moving within a 400 km
radius can affect provinces from central Thua Thien-Hue province southwards.

Head of the Central Hydrometeorological Forecast Centre Bui Minh Tang
reported that the storm, formed on Nov. 16 from a low pressure in the east
of the Philippines sea, is moving fast and is forecast to close in on the
country's southern coastal provinces in late Nov. 17.

In addition, a cold air mass coming from the north will join force with
the storm to bring rains to Thua Thien-Hue through Binh Thuan in late Nov.
16. Heavy rains are expected in southern provinces as from Nov. 18.

The Deputy PM asked the National Steering Board for Flood and Storm
Prevention and Control to instruct provinces from central Thua Thien-Hue to
southernmost provinces of Ca Mau and Kien Giang to make plans to cope with
the worst possibility.

The board agreed to allow all schools in storm-affected localities to
close as from Nov. 18, prohibit ships and boats on some rivers, recommend
people to stay in, and prepare for the evacuation of people from dangerous
areas.

The steering board will also send four missions of the Ministries of
Agriculture and Rural Development, Defence, Transport, and Construction to
the Mekong delta provinces to help cope with the storm.
By 16h of Nov. 16, the Border Police force had informed 2,361 out of
17,674 offshore ships and boats on the storm's route.

The force planed to let off signal flare on Nov. 16 night to call back all
boats and ships.

Also on Nov. 16, PM Nguyen Tan Dung cabled an emergency messages to
relevant ministries and agencies, local authorities of the affected
provinces, and mass media, requiring them to keep close watch of the coming
storm and give timely instructions to help effectively protect people from
the disaster.

The Steering Board at the meeting also reported five deaths and three
missing in central Phu Yen and Khanh Hoa provinces due to floods as a side
effect of the low pressure on the East Sea .

The floods also destroyed two houses, inundated thousands of hectares of
rice fields and other crops in these two provinces.-Enditem
