Highly Skilled Migrants must show heft bank balance

London, Nov 9 (PTI) Highly skilled migrants, including
those from India, who wish to go to U.K. will have to show
they have a solid bank account to support themselves and their
families during the initial months in Britain, before they can
apply for visa.

Detailed Home Office guidance for the new points-based
system indicated that each highly skilled migrant must show
that they have at least in their bank account the local
equivalent of 2,800 pounds for themselves and 1,600 pounds for
each family member or 7,600 pounds for a family of four for
sustenance for three months.

The new rules require overseas students who want to come
to Britain to study for 12 months or more to show they have
9,600 pounds for themselves and 535 pounds for each dependent
in addition to the funds to pay their fees in full.

A Home Office spokesman said that the 2,800 pounds
represented a cash reserve for highly skilled migrants to
support themselves for just over three months as they were not
entitled to public funds. The student rate of 800 pounds a
month followed a British Council recommendation.

"We think this is a fair, reasonable amount to require
them to have," the spokesman said.

According to new Home Office guidance, pensioners from
Non-European Union will be barred from moving to Britain to
retire.

Existing E.U. legislation allowed non-residents, aged 60
or more, to retire to Britain if they have a net disposable
yearly income of at least 25,000 pounds and are able to
accommodate themselves and any dependants without needing
public funds.

They are not required to have worked or paid taxes in
Britain and are entitled to free health care on arrival. After
five years they have full access to the benefit system and are
also entitled to apply for settlement and a British passport.
The Home Office is preparing to change the rules, saying that
the policy does not fit in with the idea of "earned
citizenship."

"It is difficult to reconcile the existence and
entitlements of this route with the Government's conviction
that citizenship should be earned and that migrants must
demonstrate certain requirements in order to progress on
