Qatar Participates in Arab Interior Ministers Meeting in Riyadh
Riyadh, March 13 (QNA) - Arab Interior Ministers concluded their 30th session held in Riyadh on Wednesday.
Qatar's delegation to the meeting was led by HE Minister of State for Interior Affairs Sheikh Abdullah bin Nasser bin Khalifa Al Thani.
Discussions during the meeting stressed the need to enhance Arab security cooperation, support human rights, expand in applying community police and establish effective partnership in combating crime between the citizen and the security man and between the police and the community.
The Council discussed a number of important issues and issued appropriate decisions. Among other decisions, 7th plan of the Arab strategy to combat the illegal use of drugs and psychotropic substances, 6th plan of the Arab strategy of combating terrorism, 3rd plan of the Arab strategy for Civil Protection (civil defense) were adopted.
The meeting also approved the recommendations of conferences and meetings organized by the General Secretariat of the Council during 2012 and the outcomes of joint meetings with the Council of Arab Justice Ministers which discussed a number of issues, including draft executive mechanism of Riyadh Arab Agreement for judicial cooperation, draft Arab law to combat human trafficking crimes, draft Arab convention to organize organ transplantation and prevent trafficking, and draft Arab convention to prevent human cloning, Saudi Press Agency reported.
The Council also approved a report regarding works of Naif Arab University for Security Sciences (NAUSS) in 2012 and expressed appreciation of the efforts exerted by Prince Mohammed bin Naif bin Abdulaziz, President of the NAUSS Supreme Council, in supporting the university. The Council also adopted the report regarding works of the secretariat general of the council, thanking the Secretary General on his efforts in implementing the secretariat's program and following up decisions of the previous sessions of the council.

The Council called upon the member states to support the efforts of Palestine in order to join the international organizations and bodies involved in combating crime, asking Naif Arab University for Security Sciences to provide security training and qualification for the Palestinian police.

The Council renewed its condemnation of terrorism in all its forms or sources. The Council intends to continue its efforts in combating and addressing the terrorism's causes and mobilizing all efforts and capabilities to eradicate it and strengthening Arab cooperation in this field as well as in the field of organized crime, announcing condemnation of all forms of supporting and funding terrorism and its rejection of extortion, threats and ransom demanded by terrorist groups to finance their crimes. The Council called upon all States to abide by the Security Council resolutions in this regard.
The Council also condemned all acts of terrorism against the member states, stressing its strong condemnation of the terrorist attack at Amenas gas complex in Algiers in 16 January 2013. The Council lauded a quick response by Algerian authorities on this terrorist act.
The Council announced its categorical rejection of any foreign attempt against the security of any Arab country and expressed condemnation of the logistical support provided by Iran for terrorist operations in Bahrain and Yemen, valuing efforts exerted by the Bahraini and Yemeni security agencies in the fight against terrorism and their role in detecting terrorist cells and plans.
The Council also condemned acts of terrorism and piracy in Somalia, calling for supporting the efforts of the Somali government in dealing with these acts.
The Council commended the efforts of the Arab security agencies to eradicate terrorism and the development of the agencies' capability in the field of counter-terrorism, especially in the Kingdom of Bahrain, the Kingdom of Saudi Arabia and the Republic of Iraq. The Council called to benefit of their experiences in this fields, particularly the efforts of the Kingdom of Saudi Arabia in combating extremist ideology, especially Mohammed bin Naif Centre for Advise and Care.
The Council called upon the concerned authorities in the Arab countries to take advantage of the United Nations Centre for Counter-Terrorism in New York, established at the initiative of the Custodian of the Two Holy Mosques, lauding opening of King Abdullah bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue in Vienna as a step to promote human values, achieve international peace and security and lay down a global mechanism for spreading lasting peace and social cohesion, reported the Saudi Press Agency SPA.
The Council also welcomed the invitation of the Republic of Iraq to hold a special conference on terrorism and ways to combat the phenomenon in Arab countries, urging fellow states and specialized research centers of violence and terrorism issues to participate effectively in this conference.
The Council agreed to establish an Arab award for after late Prince Naif bin Abdulaziz, who sacrificed his life for the cohesion of Arab security. In recognition of constructive support provided by the Kingdom of Saudi Arabia for Arab joint security action, the Arab Interior Ministers unanimously agreed to name Prince Mohammed bin Naif bin Abdulaziz as Honorary President of the Council.
