FOUR MINISTERS' JOINT REGULATION CONSIDERED UNCONSTITUTIONAL
Semarang, C Java, Oct 31 (ANTARA) - Hundreds of labor activists of the National Front for Workers' Struggle (FNPBI) in a protest rally here on Thursday said a joint regulation (SKB) issued by four ministers on efforts to help maintain economic growth was unconstitutional.
"The joint regulation of the four minister is unconstitutional because it is against the 1945 Constitution," the rally's coordinator, Sunu Pajar, said on Thursday.
On behalf of the demonstrators, Sunu said the regulation signed by Home Affairs Minister Madiyanto, Trade Minister Mari Elka Pangestu, Manpower and Transmigration Minister Erman Suparno, and Industry Minister Fahmi Idris did not have a legal ground.
Sunu said no article in the Law No.10/2004 on legal regulation mentioned that the form of SKB was part of the legal regulation.
"The SKB is not for the welfare of the people at large but for the promotion of someone to be a district head of director. Therefore it does not have a legal ground," Sunu said.
A similar rally was staged by hundreds of workers grouped in the FNPBI in front of Bali Provincial Legislative Assembly (DPRD) in Denpasar on Wednesday to demand the abrogation of the regulation.
The protesters in Denpasar yesterday said the regulation was closing the possibility for workers to get wage increases, especially for workers in labor-intensive sectors.
The demonstrators carried banners which among other things said "Abrogate the Four Ministers Joint Regulation," "Raise workers' wages ", "Lower domestic fuel prices."
According to the protesters, the regulation would reduce the people's consumption and purchasing power.
The FNPBI also urged the government to immediately make efforts to overcome the impact of the global financial crisis on the Indonesian economy.
In an effort to maintain the country's economic growth in the face of world economic developments, the four ministers signed the regulation last October 11 and discussed it at a national tripartite meeting at the Manpower and Transmigration Ministry.
The joint regulation contained a general clause which said that the ministries involved should make every possible effort to maintain economic stability and a conducive situation for the continuity of business activities and industrial calm.
