Vietnam, EU wrap up second round of PCA talks

Hanoi (VNA) - Vietnam and the European Union have completed the second round of their talks regarding the signing of a Partnership Cooperation Agreement (PCA), which will provide a favourable framework for them to expand cooperative ties in the context of globalisation and regional and international integration.

In this round of talks, which took place on Oct. 21-22, Vietnamese and EU
officials discussed a number of wide-ranging issues relating to the PCA's
nature and scope and increased bilateral cooperation in the fields of
economy, trade-investment, science-technology, natural resources and the
environment and health care.

The Vietnamese officials, led by Assistant to the Foreign Minister Bui Thanh
Son, reiterated the nation's ongoing policy of developing a long-term
partnership and all-around cooperation with the EU during the next decade,
with priority being given to promoting economic ties and trade.

They emphasised the need to continue receiving assistance from the EU,
particularly official development assistance, after referring to the
disparities in developmental levels between Vietnam and the EU.

Confirming the importance of Vietnam as an EU partner, European officials
said they hoped to further strengthen bilateral ties with Vietnam . They
spoke about their region's interests in developing its relationship with
Vietnam .

The two sides agreed that once completed, the PCA will cover a wide range of
areas and will outline a common vision for the future.

Stemming from issues of mutual interest for both Vietnam and the EU, the
PCA will serve to satisfy the two sides' desire for stronger
multi-dimensional bilateral cooperation.

The EU delegation at the second round of talks was led by Joao Aguiar
Machado, the EC's Deputy Director General for External Relations.

The third round of the PCA talks between Vietnam and the EU will take
place in Brussels , Belgium , in the third quarter of 2009.-Enditem
