Custodian of the Two Holy Mosques chairs Cabinet's session

Riyadh, October 20, SPA -- Custodian of the Two Holy Mosques King
Abdullah bin Abdulaziz chaired the Cabinet's session held here today.

At the outset of the session, the Custodian of the Two Holy Mosques
briefed the cabinet on the talks, meetings and consultations he held
with a number of State leaders and their envoys on the bilateral
relations, the issues of the region, the world affairs and the
dimensions of the financial crisis in the economies of the world. The
Custodian of the Two Holy Mosques valued the visit paid by Lebanese
President Michel Suleiman to the kingdom last week which embodied the
depth of relations between the two countries and peoples.

In a statement to Saudi Press Agency following the session, Minister
of Culture and Information Iyad Madani said the Cabinet stressed in
this regard the special importance the kingdom attaches to Lebanon's
security, stability, national unity and the independent political
decision, and the kingdom's constant efforts to keep Lebanon as an
Arab model for tolerance and coexistence among sects, religions and
races. The Cabinet also welcomed the agreement between Lebanon and
Syria on exchanging diplomatic relations as a step on the road to
achieving equality in the relationship between the two neighboring
countries.

The Minister of Culture and Information added that the Cabinet then
reviewed the dimensions and effects of the current financial crisis
in the world and directed that all concerned bodies of the State
continue following up the developments of the crisis very carefully
and confront any negative effects that might affect the national
economy. It also stressed the importance of continuing the
implementation of the development projects the Saudi economy has
witnessed for several years and boosting its elements of strength and
health and good growth rates.

The Cabinet also emphasized that the kingdom is intent on continuing
the approval of the projects of infrastructure, increasing the output
capacity of the Saudi economy and providing a safe environment for
increased investments.

The Cabinet affirmed the decisions of the Supreme Economic Council
concerning the continuation of providing liquidity to banks and
safeguarding the bank system integrity.

The Cabinet also directed the concerned bodies to be keen on
translating the expected slowdown of the world economy and the
accompanying retreat of the effect of the imported inflationary
pressures on the Saudi economy into a tangible benefit for the cost
of products and services needed by Saudi citizens.

Then the Cabinet reviewed topics on its agenda and took the relevant
decisions.

The Cabinet decided to form a national committee chaired by General
President of Meteorology and Environment Protection and the
membership of representatives from a number of government agencies to
implement the recommendations contained in the symposium on the
damages of asbestos material, their management, control and safe
disposal as well as the setting of plans and actions required in this
regard.

The Cabinet authorized the Minister of Interior or his deputy to
discuss and sign with the Swiss side a draft agreement between the
Government of the Kingdom of Saudi Arabia and the Government of the
Federal Republic of Switzerland on cooperation in the field of
combating crime.

The Cabinet approved the cooperation agreement on combating crime
between the Government of the Kingdom of Saudi Arabia and the
Government of the Republic of Italy, which was signed in Rome on
11-6-2007.

The major features of the agreement are the following:

-Each Party shall notify the other party of any available information
on any crime targeting the other party, whether it took place or
under preparation.

- Exchange of information shall be rapid on individuals, groups and
terrorist organizations, particularly their structures and
activities.

- The two contracting parties shall cooperate in combating crime in
all forms and manifestations including terrorist crimes and the
crimes against the state security affecting its political and
security interests as well as the organized crime.


The Cabinet approved the agreement between the Government of the
Kingdom of Saudi Arabia and the United Kingdom of Great Britain and
Northern Ireland on the avoidance of double taxation and prevention
of tax evasion on taxes of income and capital, and approved the
annexed protocol signed in London on 31-10-2007.

The major features of the agreement are the following:

- The agreement shall be applied to income taxes and capital taxes
imposed in the interest of each contracting state, its political
divisions or local authorities, irrespective of the way of their
imposition.

- The profits to be levied on a project of a contracting state from
the operation of ships or aircraft in international transportation
movement shall be subject to tax only in that contracting state.

- Share dividends to be paid from a company in a contracting state to
a resident in the other contracting state may be subject to tax in
that state.

The Cabinet approved the memorandum of understanding for cooperation
in the field of health between the Ministry of Health in the Kingdom
of Saudi Arabia and the Ministry of Health of the Republic of Italy,
signed in Rome on 6-11-2007.


The major features of the memorandum of Understanding are the
following:

- The exchange of information and expertise and organization of
training programs in the areas of control of medical devices, medical
supplies, manufacture of medicines and medical equipment and
supplies.

- The establishment of a joint committee for follow up and
coordination on identifying priorities for cooperation. Its work
shall be done in coordination with co-chairmanship of Saudi-Italian
Joint Committee.

The cabinet approved appointments as follows:

-Abdullah bin Mohammed bin Abdullah Al-Subayyil as undersecretary for
classification of contractors at the Ministry of Municipal and Rural
Affairs (rank 15)

-Eng. Ahmed bin Abdulrahman bin Fahd Al-Bassam as Director General of
Water at the Ministry of Water and electricity (rank 15)

- Ibrahim bin Ali bin Mohammed bin Saleh Abdulhaq as Minister
Plenipotentiary "A" at the Foreign Ministry (rank 14)

-Jamal bin Mahmoud bin Jamal Tayyib as consulting geologist engineer
at the Ministry of Petroleum and Mineral Resources (rank 14)

- Abdulrahman bin Mohammed bin Abdulrahman Al-Abdullatif as director
general of the Riyadh Region branch of Control and Investigation
Commission (rank 14).
