RI SUPPORTS PSM SCHEME TO FIGHT ILLEGAL FISHING

Jakarta, Oct 15 (ANTARA) - Indonesia supports the Port State Measures (PSM) scheme as a legal instrument for port countries to crack down on illegal, unreported and unregulated (IUU) fishing, a senior official said.

"As a port country Indonesia sees the initiative of the Food and Agriculture Organization (FAO) to work out a draft agreement on port state measures as very strategic to fight IUU fishing violations," Secretary General of Maritime and Fisheries Ministry, Widi A Pratikto, said here on Tuesday.

He said that the PSM scheme of FAO would serve as a minimum standard for a number of activities and requirements at ports, such as supervision information system, guidelines and procedures of inspection and training programs.

Pratikto said that as a port state, the important thing in the PSM scheme for Indonesia was that it could take the necessary measure when it found a proof that a foreign fishing vessel had done activities as referred to in the IUU fishing violations.

He said that so far ports had been the very strategic places for the IUU fishing players to obtain fish. Therefore, a control by a port country such as Indonesia was an effective way to handle the IUU fishing violations.

In the meantime, Director General for Fisheries Ali Supardan said that Indonesia should make preparations before it ratified the draft of the PSM scheme.

He said that among the preparations was the repair of port facilities. "There are ports that specifically prepared for the PSM scheme," he added.

He said that the repair of the port facilities would be finished in 2009.

"There are eight ports which are designed for the implementation of the PSM scheme. Therefore the supporting facilities for the implementation of the scheme will first be repaired. The repair work will be done in 2009 because the fund for it is taken from the 2009 state budget," he added.
