HE the Premier: Second Qatar Law Forum Held amid Critical Circumstances
Doha, May 06 (QNA) - HE the Prime Minister and Foreign Minister Sheikh Hamad bin Jassim bin Jabor Al Thani said on Sunday that the State of Qatar emphasizes the need to support the developments in the countries of the region in order to respect the will of the people, enable democracy and upholding the rule of law.
This support, HE the Premier noted, requires the international community to combine efforts in providing political, economic, legal and media support in order to fulfill peoples aspirations, establish the international stability, security and peace and put an end to regional conflicts by a free political will.
Addressing the opening of the second Qatar Law Forum in the Ritz Carlton Hotel this morning, HE the Prime Minister noted that the broad participation in this forum reflects the great regional and international interest in the issues listed on the Forum agenda and the importance of the role played by the first Qatar Law Forum, held in Doha in 2009.
The Forum is being held amid very critical circumstances, especially in the Arab region which is witnessing a widespread popular desire in bringing about changes and comprehensive reforms on solid constitutional basis that reserve rights and respect duties, HE the Premier and Foreign Minister said.
The Forum is also convened amidst unstable conditions which would negatively affect the global financial situation and threaten investments and economic development, HE the Premier added.
The end of the global economic recession was officially declared in 2009, however, the crisis is still have its negative impacts on the global economy and on the economic developments expected in 2012 and possibly in 2013, HE the Prime Minister said.
HE the Prime Minister and Foreign Minister Sheikh Hamad bin Jassim bin Jabor Al Thani underlined in his opening speech that solving economic problems and crises requires the use of legal expertise for dialogue and consultation and developing appropriate solutions.
HE the Premier stressed Qatar's belief in the need to consolidate the role of law and the legal environment in order to boost the economic partnerships and global financial markets, adding that Qatar also believes in the need to rely on alternative methods in solving disputes within the scope of international arbitration and mediation in order to find appropriate solutions.
Holding such Forum in the State of Qatar certainly contributes to enriching the life of law, as it becomes an important tool for development and communication with the different countries of the world, HE the Premier noted.
He highlighted the great importance of the topics listed on the Forum agenda, especailly in the current circumstance, such as the rule of law, the economic, political and social development, the role of the international tribunals and the freedom of communication in times of change.
HE the Prime Minister and Foreign Minister warned that the establishing the principle of the rule of law at the national level is not enough unless it is adopted at the international level. Countries do not live in isolation, therefore, the international relations must be organized in order to preserve the rights and imposes duties, HE the Premier said.
The State of Qatar is steadily moving forward in the area of strengthening the state of institutions and law under the directives of HH the Emir of Qatar Sheikh Hamad bin Khalifa Al Thani, who always sought to put Qatar among the first countries that are governed by the rule of law, HE the Premier said.
HE Sheikh Hamad bin Jassim bin Jabor Al Thani pointed out to the tragic situation of the Palestinian people who are suffering of flagrant violations of the international legitimacy and human rights. "I think we do not need to formulate new texts of international legitimacy, we rather need to develop mechanisms to activate its conventions, treaties and institutions, in order to stop the daily crimes that violate the rights of the Palestinian people," HE the Premier said.
Concluding, HE the Prime Minister expressed thanks to all the organizers of the Forum for their great efforts, and reiterated that the State of Qatar will always be committed to the rule of law and support its protectors. (QNA)
