Thai PM: Rice mortgage scheme to benefit farmers

BANGKOK, October 8 (TNA) - Thai Prime Minister Yingluck Shinawatra said on Saturday that her government-sponsored rice mortgage scheme, officially launched on October 7, will benefit local farmers and will meet the country’s self-reliance goal with strengthened national economy.

In her weekly address, broadcast live nationwide on Saturday morning, Yingluck insisted that her administration's rice mortgage programme, for 2011-2012 harvest first, will offer utmost benefits to local farmers and will simultaneously help boost Thailand's rice prices, purchasing power of people and the national economy.

Yingluck acknowledged that the mortgaged paddy rice prices, fixed under the programme, had been calculated carefully by concerned officials and her government will conduct it transparently to ensure that Thai farmers will gain from every step, and that, most importantly, paddy rice mortgaged with her government is to be grown by Thai farmers; otherwise, legal action would be taken against them and local rice millers if they were found cheated.

Under the rice mortgage scheme, with an exception for rice harvested in the Thai South in the initial stage, local farmers can mortgage paddy from October 7, 2011- February 29, 2012. The rice mortgage by farmers in the Thai South will start from February 1-July 31, 2012. The price of jasmine paddy rice, which is the best quality of Thai rice, has been set at 20,000 baht per tonne under the programme. However, rice mortgage prices can be reduced if moisture contents exceed 15 per cent. (TNA)
