Doha Document on Peace in Darfur Committee Meets

Doha, September 11 (QNA) - States participating at the meeting of "Committee for Following Up the implementation of Doha document on peace in Darfur," which concluded here this evening under the chairmanship of HE Minister of State for Foreign Affairs Ahmed bin Abdullah Al Mahmoud stressed their support for the Doha Forum on peace in Darfur.
The final statement of the meeting said that according to the implementation mechanisms contained in the Doha document on peace in Darfur adopted by the Government of the Sudan and the Liberation and Justice Movement (LJM) in Doha on July 14, 2011, and in the context of the relevant provisions set out in the UN Security Council resolution No. 2003 (2001) on the role of the Committee for Following Up the Implementation of Doha Document on peace in Darfur , the inaugural meeting of the Committee was held on September 11 in Doha, with the participation of the African Union(AU) the European Union (EU), the Organization of Islamic Cooperation (OIC) , Burkina Faso, Canada, Chad, China, Egypt, France, Japan, the Russian Federation, the United Kingdom and the United States, the Government of the Sudan and the Liberation and Justice Movement (LJM). "
The statement said that the meeting had received briefings on the implementation of the Doha document on the peace of Darfur including hybrid operation of the African Union and the United Nations in Darfur (UNAMID), the Government of the Sudan and the Liberation and Justice Movement (LJM) and considered measures to provide the necessary support for implementation of the document in an efficient, and effective manner as per the provisions of contained the peace document.
The Committee stressed that "a recognition that Doha is still the platform of negotiations for the Darfur peace process, and that the Doha document on peace in Darfur is the basis for a comprehensive peace in Darfur .., the meeting discussed the future steps regarding the resumption of negotiations between the Government of Sudan and the Justice and Equality Movement (JEM), and explored options to develop a road map to lasting peace in Darfur.”
The statement welcomed commitment shown by both parties (the government of Sudan and the Liberation and Justice Movement (LJM) in the expeditious implementation of the Doha document on the peace in Darfur, and acknowledged what has been done so far in the establishment of the Ceasefire Commission, and the return the Liberation and justice Movement to Sudan. as well as circulating the Doha document on peace in Darfur through using the civil society mechanism.
The statement called on the parties to accelerate the establishment of other relevant mechanisms stipulated in the Doha document on the peace in Darfur in order to make real progress, especially the establishment of Darfur Regional Authority, the National Commission for Human Rights, and Land Commission. It also praised efforts to ensure ownership of the people of Darfur to the implementation process and its leadership.
The statement commended the efforts of the government of the State of Qatar and expressed satisfaction with the role played by the UNAMID in support of the two parties
The Committee stressed the need for effective implementation of the mandate of UNAMID, and full access to humanitarian assistance throughout Darfur.
The statement said that “in recognition of the positive impact left by the successful implementation of the Doha document on peace process and stability in Darfur, the members have been encouraged to consider making further contributions to the Trust Fund for lasting peace in Darfur to support the implementation of the document."
The statement said that "the Committee expressed concern about the movements that reject the position, which are still outside the peace process and the negative effects caused by the movements fighting in order to achieve a permanent ceasefire and comprehensive peace in Darfur," .. The Committee members stressed that a negotiated settlement to the conflict in Darfur is the only way that can achieve a lasting peace in the region. The statement urged “the parties (who are still outside the peace process) to engage in the peace process for the interest of the people of Darfur who continue to suffer the armed conflict."
The meeting also expressed the determination to continue exerting pressure on the movements that reject to enter into negotiations, and urged all parties to show flexibility in working towards a comprehensive peace in Darfur.
Participants agreed the Committee's members would coordinate international efforts for peace and reconstruction process and development of Darfur to support lasting peace in Darfur."
The participants in the meeting extended congratulations to the State of Qatar for hosting the inaugural meeting of the Committee for Following Up the implementation of the Doha document on peace in Darfur, and expressed their appreciation for the UNAMID for their support in organizing the meeting.
The statement announced that the participants in the meeting agreed to hold a committee meeting every three months, and that the next meeting date would be agreed upon in the second half of next January.
