Thai House speaker maps out charter amendment process

BANGKOK, September 2 (TNA) - Thai House Speaker Somsak Kiatsuranont says he plans to set up a constitution-drafting assembly early next year, and hold a referendum in early 2013 to let people vote on amnesty for penalized politicians.

Somsak said the charter amendment process would begin with changes to Section 291 of the constitution, possibly by next April, to pave way for the assembly’s formation.

He noted the assembly would comprise 99 drafters, of which 77 would be formally elected across the country's 77 provinces, while the remaining would be selected experts, similarly to the 1997 draft assembly.

The Thai House speaker also said the assembly would be solely responsible for the charter amendment, without the intervention of executive and legislative powers.

He insisted the amendment would not be done to benefit any particular politician, and encouraged the Thai society, regardless of their political views, to come forward with suggestions. (TNA)
