SECRET OF $1.5 MILLION
A letter sent by Bulent Tulun of Galatasaray soccer club to the club's former president Adnan Polat has revived allegations of match-fixing in a match between Fenerbahce and Denizlispor in the 2005-06 season. Upon directives given by the prosecutor carrying out the match-fixing probe, police searched Tulun's house, Galatasaray's facilities in Florya and Polat's office.
  
NEW TOP ARMY BRASS
Gen. Bekir Kalyoncu has been appointed as the new commander of the Gendarmerie Forces and Gen. Yalcin Ataman has become the commander of the First Army. They both have the chance to become the chief of the General Staff in 2015. Meanwhile, Gen. Hayri Kivrikoglu was appointed as the new commander of the Land Forces while Admiral Emin Murat Bilgel became the new commander of Naval Forces and Gen. Mehmet Erten was appointed as the commander of the Air Forces. 

SECURITY MEETING AT PRIME MINISTRY OFFICE
The chief of the General Staff and the new commanders of the land, air and naval forces have attended a security meeting at the Prime Ministry Office only 15 minutes after their appointment. Prime Minister Recep Tayyip Erdogan presided the meeting.

IT HAS BEEN A GOOD START
President Abdullah Gul commented on the Supreme Military Council's (YAS) decision to extend the term of office of jailed generals. "If there had not been an extension, the new General Staff Chief would have made a difficult start. Now, it has been a good beginning," Gul said.
Prior to the YAS meeting, it has been known that President Gul and Prime Minister Recep Tayyip Erdogan supported the retirement of barred generals. As Gul approved the extension of the duty terms of 14 generals "just for once", the tension calmed down. 

20:45 OPERATION
The match-fixing investigation has reached Galatasaray. Premises of the club have been searched and an executive has been asked to give a statement due to the allegation that the club had paid an incentive bonus for a game in 2006. Yesterday, police questioned Galatasaray's Sportive Director Bulent Tulun about club chairman Adnan Polat's earlier remarks saying "Galatasaray would be champions at 8:45 p.m.". Releasing a statement on the issue, Galatasaray said there were no accusations against the club.

REVERSE CORNER FROM CBANK
Turkish Central Bank, which was concerned that risks in foreign markets might cause a recession in the domestic market, made a surprising move yesterday and revised down its policy rate from 6.25 to 5.75 percent. Upon such move, the U.S. dollar, which earlier traded at around 1.69 TL, climbed to 1.74 TL. Moreover, the decline in the Turkish stock market was above 3 percent.

"WE CAN HELP THEM"
Prime Minister Recep Tayyip Erdogan has extended full support to the Sabah daily's aid campaign for African people. "We can feed a little child in Somalia, make happy an orphan, ease the suffering of a mother and reprieve a father. I know that our people are pitiful. I believe that our people will be more sensitive during the holy month of Ramadan. This campaign will give hope to many people," he said.

The Supreme Military Council has made a series of decisions about the new top army brass. Gen. Mehmet Erten was appointed as the commander of the Air Forces upon a request by General Staff Chief Gen. Necdet Ozel. Gen. Hayri Kivrikoglu was appointed as the new commander of the Land Forces while Gen. Hulusi Akar became the deputy chief of the General Staff. The General Staff headquarters was designed in line with Gen. Ozel's demands. Upon Gen. Ozel's request, promotion period was extended for a year for the jailed generals and admirals.

TERRORISM DISCUSSED AT FIRST SHIFT
Half an hour after the announcement of Turkey's new military brass, a Security Summit was held. Measures to be taken against PKK's terrorist acts were on the agenda of the gathering. General Staff Chief Necdet Ozel, Land Forces Commander Hayri Kivrikoglu, Gendarmerie Forces Commander Bekir Kalyoncu and Undersecretary Hakan Fidan of the National Intelligence Organization attended the three-hour meeting presided by Prime Minister Recep Tayyip Erdogan.

EARLY PRECAUTION AGAINST GLOBAL RISK
Turkish Central Bank has taken surprising decisions as it thought the situation in European markets might get much worse. The bank, which was not expected to make changes in its one-week repo rate, surprised the markets as it revised down such policy interest rate from 6.25 to 5.75 percent. The bank also increased overnight borrowing rate from 1.5 percent to 5 percent and said it would hold foreign exchange selling auctions whenever it deemed necessary.

MAJOR CONSENSUS AT YAS MEETING
A middle way has been found at the Supreme Military Council (YAS) meeting. Accordingly, detained generals will be appointed as deputy commanders. Turkish army's road map until 2019 was drawn at the latest YAS meeting. Necdet Ozel became the new General Staff Chief, as Hayri Kivrikoglu was appointed as the Land Forces Commander, Emin Murat Birgel as the Naval Forces Commander, Mehmet Erten as the Air Forces Commander and Bekir Kalyoncu as the Gendarmerie Forces Commander. On the other hand, the term of office of 14 generals and admirals, who were waiting for a promotion, was extended for one more year in line with the army's demand.

COMPLICATED SIGNALS FROM CBANK
Turkey's Central Bank revised down its policy interest rate from 6.25 to 5.75 percent, while it increased overnight borrowing rate from 1.5 percent to 5 percent and kept lending rate at 9 percent. The bank also decided to sell foreign exchange when it deemed necessary in order to provide liquidity. Markets were surprised by the bank's decisions.

Galatasaray soccer club has also been involved in the inquiry into alleged match-fixing. Police searched Galatasaray's facility upon allegations that the club paid an incentive bonus to Denizlispor for the match in which Fenerbahce lost its chance to become champion of the 2005-06 season. Galatasaray won the title in 2005-06 season following a 1-1 draw between Fenerbahce and Denizlispor in the last game.

The Central Bank, which earlier warned people about a likely crisis, has made surprising decisions in an effort to prevent recession in the domestic market. Accordingly, the bank revised down its policy interest rate, or one-week repo rate, from 6.25 percent to 5.75 percent. The bank increased overnight borrowing rate from the previous 1.5 percent to 5 percent and kept lending rate unchanged at 9 percent. The Central Bank also decided to hold auctions in the coming days in order to provide the market with foreign exchange liquidity.

DEMOCRACY GROWS UP
The most civil meeting of the Supreme Military Council in the history of the Republic has ended without any problems. Decisions of the Council were made public by the Presidential Office this time instead of the General Staff. Both the government and the military wing took into consideration several factors as making decisions about promotions and appointments. 
Gen. Hayri Kivrikoglu was appointed as the new commander of the Land Forces while Admiral Emin Murat Bilgel became the new commander of Naval Forces and Gen. Mehmet Erten was appointed as the commander of the Air Forces. Gen. Bekir Kalyoncu was appointed as the new commander of the Gendarmerie Forces.

SYRIA AND TERROR TOPS AGENDA OF SECURITY MEETING 
Prime Minister Recep Tayyip Erdogan convened a security summit at the Prime Ministry Office after approval of the decisions made by the Supreme Military Council. General Staff Chief Gen. Necdet Ozel, Land Forces Commander Gen. Hayri Kivrikoglu and Gendarmerie Forces Commander Gen. Bekir Kalyoncu were in attendance at the meeting, Fight against the PKK terrorist organization and recent developments in Syria were high on agenda of the meeting.

HEADSCARF FREED IN WEIGHT-LIFTING TOURNAMENTS
Kulsoom Abdullah were not allowed to wear headscarf during a tournament in Atlanta, the United States. Upon growing discussions, the issue was brought up to the International Weight-Lifting Federation (IWF). The federation freed headscarf in women's tournaments.

MATCH-FIXING INQUIRY REACHES GALATASARAY
The prosecutor has begun investigating all matches of Galatasaray in the 2005-06 season in which the club became champion. Police searched Metin Oktay facilities, Turk Telekom Arena, former president Adnan Polat's office and executive Bulent Tulun's house. This year's match in which Galatasaray lost 1-0 against Trabzonspor was also under investigation.

CONSENSUS AT YAS
The Supreme Military Council meeting was concluded before it turned into a crisis thanks to the civilian will. The government took into consideration the laws and eligibility instead of precedents, like it had done in 2010. Generals, who are suspects in Balyoz (Sledgehammer) case, were not promoted, however, the council sent a positive signal to the new chain of command by the "one year extension" formula and by paving the way for Bekir Kalyoncu to become the Land Forces Commander in the future.

HOT INTERVENTION TO INTEREST
Turkish Central Bank, which has assessed the economic crisis in Europe and volatile foreign exchange movements, has decided to intervene in interests. The bank revised down its policy interest rate to 5.75 percent, as it increased overnight borrowing rate to 5 percent. Such move is expected to provide Turkey with hot money inflow.
