GOVT TO MAKE PROGRESSIVE PAYMENT TO TM FOR HIGH SPEED BROADBAND PROJECT

PUTRAJAYA, Sept 16 (Bernama) -- The government will make progressive
payment to Telekom Malaysia (TM), Malaysia's number one provider of information communication technologies, for its RM2.4 billion (US$0.7 billion) portion of the RM11.31 billion (US$3.32 billion) High Speed Broadband project, Deputy Prime Minister Najib Razak said Tuesday.

"We will pay progressively. As they implement, we will start giving, but
Telekom will spend most of it," the deputy prime minister said after witnessing
the signing ceremony for the massive project between the government and
TM.

The project involves the deployment of the access, domestic core and
international networks to deliver an end-to-end broadband
infrastructure.

The government will invest RM2.4 billion over three years and TM will
inject
up to RM8.9 billion over 10 years in the project. (US$1=RM3.4)

The high speed broadband will have a speed of 10 megabits per second (mbps)
and one gbps (gigabit per second) and the broadband for the general population
with a speed of up to two mbps, he added.

To achieve this objective and the national target of 50 percent household
broadband penetration in 2010 from 18 percent now, Malaysia will be classified
into three zones.

Zone 1 will be covered by HSBB and BBGP, which involves high impact or
major economic areas such as Kuala Lumpur, Johor Baharu and northeast Penang,
while Zone 2 will be covered by BBGP.

Zone 3 refers to the rural areas where the digital divide needs to be
addressed with financing from the Universal Service Provision (USP) fund under
the Malaysian Communications & Multimedia Commission (MCMC).

Najib said the immediate positive impact of the broadband service to
Malaysia's annual gross domestic product is one percent, of which 0.6 percent
will come from high speed broadband service.

This, he said is the finding of a study by the Economic Planning Unit of
the Prime Minister's Department on the outcome of the initial stage of the
national broadband project.

Najib also said that over 220,000 new employment is expected to be created
by the project by 2017.
