The Signing Ceremony Darfur Peace Agreement/ Speeches
Doha, July 14 (QNA) - Speakers at official ceremony for signing the Darfur Peace Agreement this evening expressed their thanks and gratitude to HH the Emir and the Government and people of Qatar for their great efforts, generosity and endeavors to realize peace in Darfur.
The speakers hailed the generous sponsorship and the political will demonstrated by the Qatari leadership, led by HH the Emir Sheikh Hamad bin Khalifa Al Thani, and HH the Heir Apparent Sheikh Tamim bin Hamad Al Thani, which culminated today in the signing of the Darfur Peace Agreement and its resulting positive impact on the overall the situation in Sudan and in Darfur, especially in terms of sustainable development and stability there.
They also extended their thanks and appreciation to HE the Prime Minister and Foreign Minister Sheikh Hamad bin Jassim bin Jabor Al Thani and HE Minister of State for Foreign Affairs Ahmed bin Abdullah Al Mahmoud for their patience and efforts that have been spared to reach peace in Darfur and to reach this desired end.
President of the Republic of Sudan Omar Hassan Al-Bashir as well as Advisor to the President of the Republic of Sudan Ghazi Salah El Din, head of the Liberation and Justice Movement El-Tijani El-Sisi Mohammad Ateem, Foreign Minister of Burkina Faso Djibril Bassole and United Nations Special Representative for Darfur Ibrahim Gambari have expressed their deepest gratitude to HH the Emir Sheikh Hamad bin Khalifa Al Thani and HH the Heir Apparent for the honest efforts of the State of Qatar to reach peace in Darfur.
They also thanked HE Prime Minister and Foreign Minister Sheikh Hamad bin Jassim bin Jabor Al Thani and HE Minister of State Ahmed Bin Abdullah Al Mahmoud as well as everyone who contributed to peacemaking in Darfur.
The Sudanese President said in his speech during the ceremony of the peace agreement signing that everyone met in Doha today with their wills unified and determined to close the page and run on a new one to complete the comprehensive peace circles by adopting the Doha Document and signing the agreement. He praised the document due to its ability to win the approval of all parties involved in the crisis. He described the document as an agreement between all the people of Sudan and Darfur.
Al Bashir said we stand, hereby, today heavily laden with the awkward living images of events which took place in Darfur for almost ten years. They are such images that will continue to remain deeply engraved in memory as a proof of a long page of history of civil conflict, where brethrens and friends fought each other, and where loose security has become dominant over all other aspects of life, and lives and wealth were lost, much blood was shed with the consequences of opening the door for foreign intervention where everyone with ill or well intentions has managed to pass slowly into the country.
However, we have every solace while convening today in the shady Doha of the Arab, under the patronage and generous reception and hospitality of HH the Emir of Qatar Sheikh Hamad bin Khalifa Al Thani to close that page and run on a new one to complete the comprehensive peace circles, Allah's willing. It is a kind of peace that shall serve to close down the inlets of sedition, and hence sets off an action of stability, goodness, and prosperity for the people of Darfur and the entire country. It is such peace that we shall create with own hands, determination and good intentions.
On this occasion, it is momentous that I have to cite that the Government has opted ever since the beginning of the crisis in 2003 for peace and responded for all proposed initiative to nib the crisis in the bud. We took our first step towards the realization of this objective in Abaci where we signed seize fire agreement in April in 2004. Our efforts to attain peace have continued the shuttle trips between N'djamena, Abuja, Tripoli and Serte.
Al Bashir said in all those rounds we have contributed with such strong political will and firm determination and willpower to bring Darfurian's suffering to an end that reaped from war nothing but bloodshed, homelessness and the impediment of the steps of development and construction. the government had signed in May 2006 the Abuja Protocol in hope for peace and stability which were, regrettably, not attained. Our efforts for attaining peace have never ceased, however, further led to Afro-Arab Initiative which was followed by Peace Initiative in Doha in February 2009 with a kind patronage of Qatar State along with an international and regional support. We continued the negotiation process, for the past two and half years, with our partners, in order to arrive at his very great present historical moment. To sing an agreement which represents a prolonged action of diligence which will lead us with sure and unfaltering steps towards the achievement of peace, provided that support and care by international, regional and friendly institutions have been put in place.
We meet today in Doha as the will for peace has been unified and the determination for closing the pages of Darfur crisis has been renewed by approving and signing the agreement document and its annexes. We have to mentioned that this document has gained the support of all the stakeholders in Darfur and therefore the meaning of its approval goes being an agreement between two parties to become an agreement for the citizens of Darfur and Sudan as a whole.
There is no solace for us over blood shedding or looted wealth, but our solace is that we are now heading towards sustainable peace which has been born after a prolonged labor pain and intensive debate. We reaffirm our full commitment to sign and implement al its requirements and set forth with it towards a new era in Darfur bearing goodness and glad tidings for the inhabitants to make up for the harm and remove the aftermath of war and destruction and enhance the efforts of development and construction.
The Sudanese president said we reiterate our absolute commitment on what we have already declared and worked for; that is bringing about internal consensus and co-existence and boosting the efforts of development and conciliation between the tribes as well as providing services and repatriating the displaced people and refugees and implementing the nomads projects. These are the very same objectives embodied in the governmental strategy declared for solving the Darfur problem.
It is important to remember that though there were sincere and truthful efforts to help Sudan overcome the crisis in Darfur, there were equally efforts working to deepen the crisis in Darfur, impede the development therein and serve hidden agenda. The problem was badly exploited to tarnish the image of Sudan and targeting it in the different forums and posing threat on its security and stability. This lesson calls for us to protect the sincere efforts which were crowned by signing the peace agreement in Doha and besieging the saboteurs and foiling their evil plots aiming at destabilizing Darfur.
We currently witness a new dawn and era for the people of Darfur in which we all enter with will and determination to overstep the days of war and destruction and receive the days of stability and construction. This new phase casts on all of us, particularly the people of Darfur, a great responsibility. In this connection we appraise our partners in the peace agreement, the Liberation and Justice Movement, and we will go with them on the road of construction and development for the benefit of Darfur people. We extend white hands to them hoping for a partnership to boost the national interests, preserve the security of the homeland and open new doors for the hope that carries prosperity and good omen. This is the road which our steps followed by the Grace and will of Allah the Almighty.
Al Bashir added we confirm our full commitment to follow the peace road map in Darfur and implement, item by item, what we have agreed upon. In this regard, we call for the peace partners to support the development efforts and quickly move from state of receiving relief to the practical work for development through effective participation in making the donors conference for the construction of Darfur a success. I avail myself of this opportunity to applaud the initiative by His Highness Sheikh Hamad Bin Khalifa Al Thani for the establishment of the Development Bank for Darfur and depositing an initial sum in the capital of the Bank and calling for shareholders to contribute. Sudan will, in turn, be an effective partner in this bank.
