Qatar Draft Resolution on HOPEFOR

Doha (QNA) - The draft law presented by the State of Qatar to the sixty-fifth session of the United Nations General Assembly on the strengthening of coordination of humanitarian and disaster relief assistance of the United Nation, including special economic assistance and the improvement of the effectiveness and coordination of military and civil defense assets for natural disaster, is viewed as a clear continuation of the humanitarian role which the State of Qatar has been keen to play to reach out to peoples suffering from natural disasters.
The UN General Assembly Resolution reaffirms the principles of neutrality, humanity , impartiality and independence for the provision of humanitarian assistance.
It emphasizes the fundamentally civilian character of humanitarian assistance, and reaffirms the need in situations of natural disaster in which military capacity and assets are used to support the implantation of humanitarian assistance, for such use to be undertaken with the consent of the affected state and in conformity with international low. Including international humanitarian law, as well as humanitarian principles.
The UN General Assembly adopted with appreciation the initiative of HE the Prime Minister and Foreign Minister Sheikh Hamad bin Jassim bin Jabor Al-Thani HOPEFOR which aims at improving the effectiveness and coordination of military and civil defense assets for natural disaster response.
The UN General Assembly expressed appreciation for the State of Qatar’s initiative which was announced in coordination with concerned states calling for thinking in close coordination with the Emergency Relief Coordinator for improving the effectiveness and coordination of military and civil defense assets for natural disaster response.
The General Assembly also gave prominent importance to Qatar's decision to hold an international conference in collaboration with a number of member states in Doha in 2011 to discuss the concept of HOPEFOR initiative, to consider options submitted to this effect and steps that should be implemented in close cooperation with members states, regional and international organizations and the U.N. Emergency Relief Coordinator.

The draft resolution proposed by the State of Qatar translated on the ground the initiative announced by HE the Prime Minister and Foreign Minister Sheikh Hamad bin Jassim bin Jabor Al Thani during a working dinner at the International Peace Institute (IPI) in New York late in September 2010, which was an initiative for international relief that came under the title (HOPEFOR) and which was launched in conjunction with IPI. It called for the establishment of an international humanitarian operation force to provide a framework for cooperation among countries willing to contribute under the umbrella of the United Nations.
The State of Qatar's initiative, announced by HE the Prime Minister and Foreign Minister at that time, won great support by many parties within the United Nations and beyond. Many countries welcomed the initiative and expressed their desire to convert it into a tangible reality and that actually happened. It was agreed that an international working group is to be formed to discuss how best to transform this initiative into an effective tool contributing to the development of this idea into a tangible reality.
Moreover, HE the Prime Minister and Foreign Minister announced Qatar's readiness to establish a Doha-based emergency relief centre. The announcement was welcomed and appreciated by many bodies.
