Thai minister: Cambodia revises Preah Vihear management plan

BANGKOK, June 25 (TNA) - Thai caretaker natural resources and environment minister Suwit Khunkitti says that Cambodia has revised its draft memorandum for management plan of the World Heritage Preah Vihear Temple, but the Thai side has opposed the revised draft as its substantial contents are considered to infringe Thailand’s sovereignty.

Suwit, who is leading a Thai delegation to attend the 35th World Heritage Committee Meeting in Paris from June 19-29, acknowledged that the World Heritage Center's Director, Kishore Rao, has informed the Thai side of Cambodia’s revised draft. Suwit insisted, however, that Thailand did not agree with the draft, as its contents could infringe the sovereignty.

The Thai delegation is seeking to delay Cambodia's unilaterally-proposed management plan for the ancient Preah Vihear Temple located along the Thai-Cambodian border until the demarcation of an unsettled area surrounding the 11th century Hindu temple is complete; while the World Heritage Committee under the United Nations Educational, Scientific and Cultural Organisation (UNESCO) is trying to find a common agreement between the two neighbouring countries before putting the Cambodian proposed plan in to its consideration.

The UNESCO's World Heritage Committee has already delayed its initial plan to consider the Cambodian proposed Preah Vihear management plant at its 35th meeting, as it wants to see the two countries to reach an agreement to avoid any confrontation. If they failed to do so, the consideration would go in its session, probably early next week.

Bangkok is attempting to persuade other members of the UN panel to delay the Cambodian proposed plan until at least next year, as the Thai government will be pushing for border resolutions through bilateral frameworks. Suwit said if the attempts failed, Thailand would probably withdraw from its membership of the UNESCO-supervised World Heritage Committee. (TNA)
