ARROYO SPECIAL ENVOY TO DELIVER MESSAGE ON RESTRAINING ORDER
KUALA LUMPUR, Sept 11 (Bernama) - Malaysia intends to have fruitful discussions with the special envoy to Philippines President Gloria Macapagal Arroyo during his two-day visit here, beginning Wednesday.
Foreign Minister Rais Yatim said that Hermogenes C. Esperon would
deliver a message from the president on the current developments in southern
Philippines to Prime Minister Abdullah Ahmad Badawi.
"During this meeting, I will reiterate that Malaysia would continously
remain supportive of the peace process and hope that both sides (Philippines
Government and Moro Islamic Liberation Front) opt for dialogue and
negotiations," he said in a statement.
He added that Malaysia wished to urge both sides to restrain themselves
from
resorting to the use of force that would further affect the well-being of the
Internally Displaced Persons (IDP).
"The issuance of the Temporary Restraining Order (TRO) by the Phillipine
Supreme Court has halted the signing of the Memorandum of Agreement on Ancestral
Domain (MOA-AD)...since then, we have seen the outbreak of hostilities which
have caused death and injury of civilians in Mindanao," said the minister.
Rais said he would also discuss with Hermogenes, to learn more about the
Philippines' new policy direction with regard to how it would proceed to bring
about peaceful solution in that region and Malaysia, as well as the expected
role of the Organisation of Islamic Conference (OIC).
A TRO issued by the Philippines Supreme Court to halt a territorial deal
between Manila and the MILF has pushed back the anticipated resolve of the
four-decade bloody armed conflict in the nation's tumultuous south which led to
calling off signing the agreement.
On Aug 5, after more than a decade of stop-start haggling, the two warring
parties were supposed to ink in Putrajaya to formally re-open peace talks to end
the conflict in Mindanao that claimed more that 120,000 lives and displaced
millions.
However, the signing was postponed after the Phillipines Supreme Court
temporarily halted the signing of the Memorandum of Agreement.
