NA-(Rehman Malik proposes parliamentary committee to review laws pertaining to child abuse)

ISLAMABAD, June 23, 2011 (PPI): Interior Minister Rehman Malik Thursday proposed to constitute a parliamentary committee in order to review laws pertaining to child abuse and also draft a new law with stringent punishments to curb the menace.

Responding a calling attention notice in National Assembly, he noted the issue of child abuse has become a serious national issue, which needs favour from the parliament to turn strict on it, adding that there are no rigorous punishments in the existing law. "In my opinion the accused of child abuse should be hanged."

He requested the House to constitute a committee on the issue with a mandate to review the existing laws and punishments and draft a new law with severe punishments.

Earlier, Yasmeen Rehman, Azra Fazal Pechuho on the calling attention notice said that beggary was also increasing in Islamabad and four provinces of the country causing grave concern amongst the public.

Interior Minister said that Islamabad administration has already been asked to arrest child beggars if seen begging in the federal capital and shift them to child protection centres.

He said during the year 2010 391children were apprehended while begging and shifted to child protection centre (CPC), similarly, during the year 2011 a total 67 children were handed over the CPC.

He informed that House that two police mobile vans have been deployed in the city to keep an eye on begging in the federal capital, adding that there a families living in slums of the federal capital who send there children to declared points on daily basis for begging. He said directives have been given to take strict action against such families. During the year 2010 a total 6,590 beggars were arrested, he informed.

Abdul Ghafoor Chaudhary recommended that there should juvenile jails across the country. Azra Fazal Pechuho proposed that shelters houses should be established across the country for displaced children where vocation training be imparted to them.

Rehman Malik said there area different categories of children under the UNO charter, adding that the children who are arrested in the federal capital are provided with medical and psychiatric facilities.
