Laos expects the Xayaburi dam will be completed in 2019 as planned

BANGKOK, June 21 (TNA) - Lao People’s Democratic Republic (Lao PDR) expects the Xayaburi dam will be completed in 2019 as planned, Suthas Patamasiriwat, governor of the Electricity Generating Authority of Thailand (EGAT) said Tuesday.
The EGAT governor quoted Ch Karnchang Plc, the major shareholder of the Xayaburi dam project, as reporting that the Xayaburi dam project might not be delayed as the Lao government already organised public hearings and hired a consultancy to address the environmental impacts of the project as the Mekong River Commission (MRC) instructed. The dam is scheduled to be completed and start to supply electricity to the EGAT in 2019 or 2020.
Mr Suthas said the EGAT and the Energy Ministry were waiting for a written confirmation from the Lao government and a clear resolution from the MRC.
The Office of the Attorney-General is examining the draft power purchase agreement (PPA) that will be signed to seal the power purchase from the Xayaburi dam project.
Regarding the report from Ch Karnchang Plc, the power supply will not be postponed and Thailand will not need to find a power plant replacement.
As a buyer, Mr Suthas said the purchase of hydropower from Laos was good because it was renewable energy, its cost was low when being compared with other fuels for power generation, and it would help contribute to energy security in the future. Besides, the project is the partnership that will benefit the economy of both countries.
The Xayaburi dam project belongs to Xayaburi Power Co. Ch Karnchang Plc has a 50% stake in the company. Twenty-five percent of the project belongs to Natee Synergy Co which is a subsidiary of PTT Plc, 12.5% to Electricity Generating Public Company Limited (EGCO), 7.5% to Bangkok Expressway Public Company Limited (BECL), and 5% to PT Construction & Irrigation Co.
The dam is located in the Mekong River in northern Laos. It is designed to have the capacity of generating 1,285 megawatts of electricity. It will supply 60 megawatts to Laos and 1,225 megawatts to Thailand. The hydropower plant will produce 7,370 million units of electricity annually on average. The commercial supply of electricity by the 115-billion-baht project will start in January 2019. The power purchase agreement will last 29 years and charge 2.479 baht per unit of electricity. (TNA)
