Duma to discuss Medvedev's initiatives
MOSCOW, May 31 (Itar-Tass) -- Russia's State Duma will discuss on
Tuesday in the first reading a bill on security of fuel and energy complex'
s objects.
President Dmitry Medvedev voiced this initiative in March, Russia's
Deputy Minister of Energy Yuri Sentyurin said.
The document lists basic approaches to protection of at objects of
fuel and energy complex, with the exception for nuclear energy, from
illegal actions, including acts of terror. The bill states authorities of
state power and rights and responsibilities of owners. There will be three
categories of the objects, depending on their importance and potential
risks. Owners of high category objects will be responsible for insurance
of responsibility for damaging health and property of third parties in
accidents caused by acts of terror or sabotage.
Appropriate changes should be made to the country's Criminal Law, and
the deputies will discuss those on Tuesday, too.
Another presidential initiative to be discussed on Tuesday adds to a
list of most socially hazardous crimes. They are participation in warrior
formations, extremist communities, including those of terrorist character.
Russia's parliamentarians will discuss procedures to replace vacant
mandates in the Duma.
The deputies will have a third reading of the bill on education to
include federal state requirements for structure and minimum of additional
professional educational programmes in arts, Head of the Duma's Education
Committee Grigory Balykhin said. Besides, the bill enables state
authorities to support additional pre-professional educational programmes
in arts. There are over 17,000 educational institutions for children's
additional education, and among all schools of arts, about one third is
where children study, he added.
