National reconciliation in Afghanistan remains open problem: envoy


MOSCOW, May 26 (Itar-Tass) - National reconciliation in Afghanistan
remains an open question, Russian president's special envoy to Afghanistan
Zamir Kabulov said on Thursday.
"We understand a bid of Hamid Karzai's government to conduct
negotiations with Taliban militants," Kabulov noted. But they "must meet a
number of conditions - recognize the Constitution of the country, stop an
armed fight and break relations with Al-Qaeda and other terrorist
organizations," the envoy stressed.
Meanwhile, as such Taliban militants have not shown up, "the question
remains open," he stated. "There is no single centre of an armed
opposition in Afghanistan," the diplomat noted. "These factors must be
taken into consideration," he said.
Focusing on the dispatch of four Kazakh military to Afghanistan,
Kabulov stressed that this is a sovereign right of Astana. "This is not at
variance with our partnership. Let us wait and see what they will see
there," he said.
"We should not send our officers there, we know what is going on
there," the envoy added.
