Idea of Asia-Pacific free trade zone extends into future-Nabiullina

NEW YORK, May 21 (Itar-Tass) -- The idea of creating an Asia-Pacific
free trade zone (APFTZ) is becoming an ever more attractive benchmark in
the evolution of the APEC forum. "However, at this point it is too early
to talk about a unified free trade zone for the 21 member-countries of
APEC, because the forums incorporates very different countries, with
greatly varying goals and interests," Economic Development Minister Elvira
Nabiullina told Itar-Tass on Friday. She led the Russian delegation at the
just-ended meeting of trade ministers of the Asia-Pacific Economic
Cooperation member-countries in Big Sky, Montana.
Nabiullina recalled that in the Declaration of APEC leaders, adopted
in 2010, it was stated that the forum should become an incubator of ideas
for the APFTZ. Nevertheless, she said, the establishment of APFTZ does not
imply an accelerated approach and is extended into the future."
"Within the framework of APEC New Zealand and China have made up a
list of issues related to the possible establishment of APFTZ," Nabiullina
said. "South Korea has conducted a review of the existing surveys and
studies and presented the first analytical work measuring the potential
economic effects of the agreement."
She said that in the course of the discussions in Big Sky within the
Committee on Trade and Investment, and meetings of senior officials and
ministers of trade there was defined list of next generation issues of
trade and investment, which should be used in concluding future free trade
agreements, including and APFTZ.
Nabiullina said that alongside the work of the forum negotiations were
in progress on expanding the membership of the Trans-Pacific Partnership
(TTP) - a free trade zone, established in 2006 by Brunei, New Zealand,
Singapore and Chile. It is believed that this association has the greatest
chances to become a real prototype of APFTZ. Now the process of accession
to the TTP involves the United States, Peru, Australia, Vietnam and
Malaysia. The U.S. has repeatedly stated its desire to complete the
negotiations on accession to the TTP by the summit in Honolulu in November
2011.
