Processes in APEC match Russian economic strategy - Nabiullina

NEW YORK, May 21 (Itar-Tass) -- Processes underway in the
member-countries of the Asia-Pacific Economic Cooperation forum are
largely consonant with Russia's national economic growth strategy,
Economic Development Minister Elvira Nabiullina told Itar-Tass. She had
taken part in a meeting of APEC ministers, which ended in Big Sky,
Montana, on Friday.
"The processes that are occurring now in the member-countries of the
Asia-Pacific Economic Cooperation forum to a large extent correspond to
Russia's national strategy for economic growth based on innovation," said
Nabiullina.
The structural reforms being held in Russia are "aimed at increasing
the openness of its economy, the emancipation of entrepreneurship, the
improvement of investment attractiveness, and the development of
innovative technologies."
"This vector corresponds to the direction of the APEC forum, in the
activities which our country is becoming more actively involved,"
Nabiullina said.
She recalled that the APEC economies accounted for nearly 60 percent
of the world GDP, 50 percent of the turnover of international trade, more
than 40 percent of the total foreign direct investment and about 40
percent of the world's population.
"The region has a great potential to become the locomotive of global
growth in the post-crisis period," Nabiullina believes.
She said that the meeting of trade ministers discussed issues of a
multilateral trading system, which is especially important in the
"difficult situation that developed at the Doha round of negotiations." In
particular, much attention, she said, was devoted to the development of
APEC's so-called next generation of trade and investment issues.
"This term," Nabiullina explained, refers to the issues of
liberalization of trade and investment that are not addressed in the WTO,
but have great importance to the development of international trade. There
are many of them, but with our support it was decided to focus on topics
of global supply chains, of removing barriers to trade small- and
medium-sized enterprises, and an effective innovation policy."
Separately, there was discussed the liberalization of food markets and
the convergence of national systems of regulation in order to ensure the
food security of APEC economies.
"Within the cluster of green growth issues measures were discussed to
promote trade in the so-called environmental goods and services,"
Nabiullina said. "The Russian delegation warned that such measures should
not lead to the creation of barriers to trade in traditional commodities -
"green protectionism."
Also, the ministers discussed another issue crucial to Russia - the
fight against illegal felling of timber. High on the agenda was
cooperation in the sphere of economic regulation,
"Russia actively participated in all discussions," Nabiullina said,
adding that Moscow would "build up from the discussions and new
initiatives in the year of its chairmanship of the APEC."
