Tajik president calls for secular democratic state in Tajikistan

DUSHANBE, April 29 (Itar-Tass) -- Tajik President Emomali Rakhmon said
on Friday he advocated a secular democratic state in Tajikistan. This is
the path chosen by the majority of the country's citizens after the
five-year period of civil confrontation in 1992-1997, he told a meeting of
the country's Public Council he has been chairing since its foundation in
1996.
In the meantime, the Tajik president admitted, there are still forces
seeking to turn Tajikistan into an Islamic state. Thus, in his words, the
recent developments in Tajikistan's eastern Rasht region showed that some
people "have got infected by nationalist Islamic ideology" and whole
families joint guerrilla groups fighting against the constitution and the
legal authorities. "Now we know what evil things they did and were
preparing to do in Dushanbe and other cities across the country during
celebrations of the 20th anniversary of Tajikistan's independence,"
Rakhmon said and vowed all extremists "will face trial and be held
responsible for their crimes."
At the same time, the president criticised local authorities and civil
society institutions who were too slow to respond to these "alarming
factors." "These guerrillas have not always hidden themselves in dens,
they came to settlements, many people saw them but they kept silent," he
noted. "And then, these guerrillas sponsored by foreign capital shot at
our policemen, military and all those who did not share their slogans."
The Tajik president also dwelt on such problems as electricity
shortages, deficit of oil products, energy and food security.
Tajikistan's Public Council is comprised of representatives from a
number of political parties, public associations, ethnic communities, and
civil society institutions. Meanwhile, the Party of Tajikistan's Islamic
Revival and Democratic Party of Tajikistan have recently announced their
intention to withdraw from the council saying its activity was inefficient
and had nothing to do with public moods in society. Apart from it, the
opposition Social-Democratic Party of Tajikistan has never been member of
the council.
