Custodian of the two Holy Mosques Chairs Cabinet session 2
The Cabinet praised the visit paid by Sheikh Hamad bin Khalifa
al-Thani, the Emir of Qatar, to the Kingdom last Saturday and his
meeting with the Custodian of the two Holy Mosques and the outcome of
the visit in terms of deepening bilateral relations between the two
brotherly countries within the framework of the Gulf Cooperation
Council and keenness on advancing unity of the Arab and Muslim ranks.
Al-Mat'hami said the Cabinet reviewed a number of local topics and
issued the following decisions:
First: being briefed on the recommendation of the standing committee
of the Supreme Economic Council number of 24/29 dated on 14.4.1429
about the situation of the Saudi academic staff at the universities,
the Cabinet issued the following decisions:
Firstly: the following gratuities and allowances for the Saudi
academic staff at Saudi universities have been implemented as
following:
-Gratuity of end of service:
For those who worked for more than 20 years at the higher education
as professors, associate professors, assistant professors and
lecturers, the gratuity will be equal to the salary they were
receiving at the end of their service.
Rare specialty allowance:
This monthly allowance ranges from 20 to 40 recent of the basic
salary for the first class.
3-promotional allowance of new universities:
To encourage work at new universities, staff members are paid a
promotional monthly allowance ranging from 20 to 40 percent of their
basic salary, first grade.
4-Meetings allowances:
Allowances for attending meetings will be as follows:
SR 400 for each meeting for members of the College Council. The
maximum will not exceed SR 10,000 a year.
SR 300 for the meeting of the members of the Department Council. The
maximum will not exceed SR 9000 a year.
5- distinction allowance:
Allowance for distinction of 10 percent of the basic salary, first
grade, for those who have won a local prize, 20 percent for those who
have won regional prize, 30 percent for those who have won
international prize, and 40 percent for those who have won a patent
on an invention.
Allowance for academic teaching:
An allowance for university teaching of 25 percent of the basic
salary, first grade, will be paid to academic staff who carry the
full load.
7- Allowance of leading posts:
Gratuities allocated for the key posts at the university as
stipulated in article 46 of the statute of the Saudis staff members
will be increased as follows:
The dean receives SR 2500 monthly, deputy dean receives SR 2000
monthly, and head of the department receives SR 1500.
Second: a permanent committee to be formed from the ministries of
higher education, civil service, and finance and will submit the
outcome of its meetings to the higher education council. It will
supervise restrictions and standards that should be available for
those who may receive allowances and gratuities and privileges paid
to the members of the academic staff. These include rare
specializations, promotion of new universities, and distinction
gratuities; the committee will also review every three years what
should be reduced.
Third: housing units:
allocation of SR 5 billion to the budget of the ministry of higher
education for the current fiscal year for building housing units for
academic staff at the campuses, with the possibility of increasing
the aforesaid amount according to the requirements and the available
capabilities. The housing units are to be distributed according to
the organizing regulations.
Fourth:
What is stipulated in article (firstly) of this decision is to be
effective at the beginning of the next fiscal year from the date of
its issuance.
Fifth:
The necessary legal and organizational amendments to the statute
organizing the affairs of the Saudis academic staff shall be
implemented in line with the rules of this decision.
Second:
Having reviewed the decision of the Shoura (consultative) council
number 107/73, dated 11.2.1429, the Cabinet approved the cooperation
agreement in the field of combating terrorism and illegal trafficking
and smuggling of drugs signed by the Kingdom of Saudi Arabia and the
Republic of Chad on 24.5.1428 (June 10, 2007).
A Royal decree has been prepared in this respect
The important features of the agreement:
1-each party will take the required effective measures for prevention
of terror acts against the security of the other party or its
citizens
2-the two parties combat terror organizations which work in the
territories of each party against the other party.
3-the two parties pledge to exchange information and procedures
preventing smuggling and illegal trade in drugs between the two
countries.
Third:
Having reviewed the decision of the Shoura Council number 120/77
dated 25.2.1429, the Cabinet approved reduction of custom tariffs on
the exported raw leather (non-tanned) by 20 percent annually. This
fee is to be cancelled at the fifth year of the date of the beginning
of this reeducation. A Royal decree has been prepared in this
respect.
Fourth: the Cabinet approved appointments at grades 14 and 15 as
follows:
1-appointment of Dr Sami bin Abdullah bin Abdurrahman al-Brahim at
the post of ambassador at the 15th grade at the foreign ministry.
2-appointment of Mohammed bin Abdurrahman bin Abdulaziz al-Mutlaq at
the post of ambassador at grade 15 at the foreign ministry.
3-appointment of Mansour bin Abdullah bin Mohammed al-Ghufeili at the
post of advisor of the civil service at grade 15 at the ministry of
civil service.
4-appointment of Dr. Dha’ar bin Naif bin A’kab al-Muhayya at the
post of director general of the Governor's office at Assir
governorate, grade 14.
5-appointment of Faisal bin Abdulaziz bin Idrees Hashim at the post
of plenipotentiary minister at the foreign ministry, grade 14.
