Azerbaijani top official: Azerbaijan enters new stage of social-economic development and enforcing corruption is one of directions of this policy

Azerbaijan is entering a new stage of the social-economic development and fighting against corruption is one the directions of this policy, Fuad Alasgarov, Head of the Department on Coordination of law-enforcement agencies, Administration of the President of the Republic of Azerbaijan, said today during his speech at the Forum on Combating Corruption.
"In fact, corruption appears in all spheres of vital activity in any society as anti-social phenomenon. Corruption poses threat to the supremacy of law and causes losses to country’s economy in large amount," he said.
According to Alasgarov, corruption is caused by different reasons.
"Economic, institutional, social and cultural factors are specially marked out here. The country’s historical development stage also influences character and substance of corruption problems. According to the British scientists’ estimates, the amount of paid bribe hits $80 billion in the world over the last period, but corruption level differs in various countries. For example, corruption level is less in economically weak countries," he said.
Alasgarov said that the corruption problems that we faced ten years ago differ from today’s problems.
"Today corruption is due to factors resulted from Azerbaijan’s strong economic development. Much has been done to develop entrepreneurship in our country. Business doing procedures have been simplified, "one window" principle has been applied in many spheres. A special state program was adopted to develop e-government in 2010. This program will contribute to combating corruption. President Aliyev has charged us with new tasks in combating corruption. The Azerbaijani president has signed a number of decrees to increase transparency in state authorities’ activity. Decrees on the Interior Ministry’s Road Patrol Service and State Customs Committee’s activity can be cited as an example," he stressed.
Alasgarov said that some legal acts have been drafted to increase efficiency of the fight against corruption.
"A special decree has been signed to improve activity of the Department on Combating Corruption under the Prosecutor General. Amendments made to the laws on prosecutor’s office and operational search activities aim at organizing the fight against corruption at high level. Given the Council of Europe’s recommendations, a draft law has been prepared to make amendments to the Criminal Code. The bill envisages expanding circle of corruption crime subjects, bribe-taking and bribe giving, including corpus delicti of authority trading crimes," Alasgarov said.
He stressed that there are problems in connection with registration of illegal buildings.
"President gave instructions in this regard. We work on a draft law to address this problem," Alasgarov stressed.
